Position Description

Position Objective

To provide direct line supervision of the patrol officers in the Patrol Division.

Primary Responsibilities

These examples do not include all possible tasks in this position and do not limit the assignment of related tasks to this classification.

  • Supervises work of assigned personnel to insure conformance with established standards of conduct and performance;
  • Delegates and assigns work assignments so that each employee has a clear understanding of duties assigned and the level of performance expected;
  • Reviews and evaluates complaint handling procedures and techniques and investigation procedures and techniques of patrol officers under his/her command; makes suggestions and corrections when appropriate;
  • Reviews and evaluates written reports for completeness and accuracy;
  • Verifies the hours worked by his/her officers; coordinates with the Patrol Division Lieutenant and Captain to maintain adequate patrol coverage throughout the County;
  • Coordinates the activities of his/her patrol shift with those of the Patrol Division, Detective Division, Civil Process, Correctional Division, Crime Prevention, Dispatching, Medical Examiner and records to ensure consistency of operation within the Sheriff's Department;
  • Observes performance and completes a Performance Communication on each Patrol Officer assigned to his/her specific shift. Reviews criteria outlined with the officer for an understanding of areas needing improvement, sets goals for improvement;
  • Instructs officers in the proper use of equipment; participates in training and evaluating new patrol officers;
  • Assists in developing and maintaining a high level of morale through fair and consistent decisions regarding commendations, discipline, assignments, grievances and complaints;
  • Patrols on an assigned shift to ensure assignments are being carried out as planned and maintains contact with Patrol Officers so as to provide assistance and support when needed;
  • Develops and maintains a favorable working climate for patrol officers on the shift so that they are individually motivated to work up to their full potential as a law enforcement officer;
  • Develops a work relationship with officers assigned so that a high level of work interest is maintained and effective use is made of all available working hours by each officer;
  • Recognizes opportunities to provide patrol officers with observations and suggestions which will encourage full development of their potential as effective law enforcement officers;
  • Oversees emergency situations on the shift assigned to ensure that appropriate control is maintained until the emergency is resolved or under control;
  • Communicates and coordinates with other department supervisory personnel and the Sheriff's Department Administration to ensure consistency of operation;
  • Develops and maintains effective public relations;
  • Coordinates operations with other law enforcement agencies and County departments;
  • Provides adequate basic job training and safety instruction to all employees and ensures compliance with safety regulations;
  • Performs other work as assigned or apparent.

Minimum Qualifications

Minimum Qualifications and Desirable Knowledge, Skills and Abilities

Must be licensed by the Minnesota Police Officer Standards and Training Board, possess a valid Minnesota driver's license and have a minimum of five years of experience with the Patrol Division of the Stearns County Sheriff's Department.

Plus Factors which will be considered in the determination of candidates to be interviewed include: current or previous experience with a specialized area with the Sheriff’s Office.

Desirable Knowledge, Skills And Abilities

  • Knowledge of the operating procedures of local law enforcement departments;
  • Knowledge of municipal, county, state and federal criminal and related laws, ordinances and codes;
  • Ability to plan, organize, assign, supervise discipline and inspect the work of subordinates
  • Ability to observe analytically and objectively, and to record clearly and completely;
  • Ability to react quickly and calmly in emergencies;
  • Ability to express oneself clearly and concisely, orally and in writing;
  • Ability to exercise unusually good judgment in evaluating situations and in making decisions.

Accountabilities, Work Environment and Extent of Supervision or Guidance Provided

Essential Job Duties And Primary Responsibilities

The essential job duties for this position are regular and timely work attendance; ability to develop respectful and cooperative working relationships with other public officials, department members and the public; ability to use a personal computer and numbers 1-18 under “Primary Responsibilities”. Individual must be able to physically restrain or control others. Ability to perform emergency first aid if necessary, including but not limited to CPR and lifting or assisting in lifting injured persons.

Typical Physical Demands and Work Environment

Involves outdoor work or operating a County squad car under normal and emergency situations under all weather conditions 95% of the time and indoor work 5% of the time. Involves shift work on a rotating schedule.

Extent of Supervision or Guidance Provided

Reports to the Lieutenant of Patrol.

Responsibility for Public Contact

This position involves extensive contact with the public, sometimes under adverse conditions.

Supervision Of Others

This position has direct supervision of Patrol Officers.

Hours of Work, Testing and Interview Dates

Starting Salary Range

$44,280-$63,679/annually (Grade 21, Union Position)

Hours of Work

Shift Work, including weekends and holidays with rotating days off.

Test Date
