About the Role
We are seeking an experienced Indirect Subcontract Administrator to support complex subcontract and procurement activities within a fast-paced aerospace and manufacturing environment.
This position will manage the full lifecycle of complex subcontracts and supplier agreements, with a particular focus on large components and major fabricated structures, long-term agreements (LTAs), Master Service Agreements (MSAs), and milestone-based Statements of Work (SOWs).
The ideal candidate has strong subcontract administration and negotiation experience and is comfortable managing high-value supplier relationships, complex terms and conditions, performance milestones, and cross-functional stakeholders.
Key Responsibilities:
Subcontract Administration
- Administer the full lifecycle of complex indirect subcontracts from solicitation and award through subcontract closeout.
- Develop, issue, and evaluate Requests for Proposal (RFPs).
- Conduct proposal evaluations and cost/price analyses.
- Negotiate and administer complex subcontract agreements.
- Ensure subcontract terms align with contractual flow-down requirements, internal policies, and applicable regulations.
- Manage subcontract modifications, amendments, renewals, and other contractual changes.
- Maintain complete and accurate subcontract documentation and files.
Large Component & Major Procurement
- Lead procurement and subcontract administration activities for high-value, large-scale components, assemblies, and fabricated structures.
- Support procurement of components such as cryogenic tanks, pressure vessels, large structures, and major fabricated assemblies.
- Coordinate with engineering, quality, program, and other internal teams to establish technical requirements and acceptance criteria.
- Develop and manage long-lead procurement strategies for critical components.
- Monitor supplier performance, schedules, and supply continuity.
Long-Term Agreements & Master Service Agreements
- Negotiate, establish, and administer Long-Term Agreements (LTAs) and Master Service Agreements (MSAs).
- Develop pricing structures, volume commitments, and supplier performance frameworks for long-term relationships.
- Manage agreement renewals, amendments, modifications, and ongoing contractual requirements.
- Work with suppliers and internal stakeholders to resolve commercial and contractual issues throughout the agreement lifecycle.
Terms & Conditions Management
- Draft, review, and negotiate subcontract terms and conditions.
- Identify and mitigate contractual and commercial risk.
- Ensure appropriate flow-down of contractual, regulatory, and compliance requirements.
- Partner with Legal, Contracts, Supply Chain, Engineering, and other stakeholders to resolve complex terms and conditions issues.
Milestone-Based Statement of Work Management
- Develop and administer milestone-based Statements of Work (SOWs) for complex supplier efforts.
- Establish measurable performance milestones, deliverables, acceptance criteria, and associated payment schedules.
- Monitor subcontractor performance against contractual milestones.
- Coordinate milestone acceptance and payment authorization.
- Address schedule delays, scope changes, performance issues, and other subcontractor concerns.
Supplier & Stakeholder Management
- Develop and maintain strong relationships with key subcontractors and suppliers.
- Conduct supplier performance reviews and support continuous improvement initiatives.
- Resolve subcontract issues involving performance, schedule, scope, cost, and contractual disputes.
- Partner with internal stakeholders to maintain alignment around requirements, schedule, budget, and supplier performance.
- Manage multiple complex priorities in a deadline-driven environment.
Compliance & Documentation
- Ensure subcontract activities comply with company policies, contractual requirements, and applicable regulations.
- Maintain accurate and audit-ready subcontract files and supporting documentation.
- Support internal and external audits, reviews, and reporting requirements.
- Ensure required procurement and subcontract documentation is completed throughout the procurement lifecycle.
Required Qualifications
Candidates should have:
- Bachelor's degree in Supply Chain, Business, Engineering, or a related field, or equivalent relevant experience.
- Level 2: 3 years of subcontract administration and/or procurement experience.
- Level 3: 5 years of subcontract administration and/or procurement experience.
- Experience administering complex subcontracts and long-term supplier agreements.
- Demonstrated experience negotiating and managing contract terms and conditions.
- Experience working with milestone-based Statements of Work and performance-based payment structures.
- Strong negotiation, analytical, problem-solving, and communication skills.
- Experience using ERP and/or procurement systems such as SAP, Oracle, Coupa, or similar platforms.
- Ability to manage multiple complex priorities in a fast-paced environment.
- Strong supplier and internal stakeholder management capabilities.
Preferred Qualifications
- Experience procuring or administering subcontracts for large components or major structures, including cryogenic tanks, pressure vessels, large fabricated assemblies, or similar complex hardware.
- Experience within aerospace, defense, or another highly regulated manufacturing environment.
- Experience negotiating and administering Master Service Agreements (MSAs), Long-Term Agreements (LTAs), and long-term supply agreements.
- Knowledge of aerospace quality standards and procurement compliance requirements.
- Familiarity with ITAR/EAR requirements.
- Professional certification such as CPM, CPSM, NCMA CFCM/CPCM, or equivalent.
