Position Summary
The Human Resources Director is responsible for providing strategic and operational leadership for human resource functions. The director develops and implements HR policies, programs and initiatives that support the library districts mission, vision, values, culture and operations. The director oversees talent acquisition, employee relations, compensation and benefits, performance management, compliance, training and development and HR operations. The director also develops policies and initiatives to support employee engagement, talent development and retention. This position serves as a trusted advisor to senior leadership and ensures HR practices align with regulatory requirements and organizational goals. Strong leadership, strategic planning, and a deep understanding of HR best practices are essential for success in this role.
Essential Functions
Responsible for effective recruiting, employment, classification, compensation, payroll processes, training and development, employee relations, separation, and compliance, benefits and retirement plans, leaves of absence, worker's compensation, and record keeping services administered in accordance with applicable laws, policies and regulations for the entire Library District in a manner that promotes quality customer service
Manages daily operations and staff of the Human Resources Department including Substitute Library Assistants and HR Associates responsible for recruitment and volunteer coordination, payroll, and staff learning and development
Responsible for the budgeting process for all personnel and benefit costs and reporting these to the Executive and Finance Directors
Sources vendors and negotiates for services to support payroll, benefits, and retirement plans
Confers with staff and management on questions, problems, disciplinary actions and grievances and makes recommendations and maintains a high level of confidentiality
Reviews policies and procedures on an ongoing basis to ensure accurate and timely information for staff and management
Plans and presents compliance trainings and assists with other employee development activities inc uding an Annual Staff Development day and Staff Appreciation Day
Prepares written reports, memos, training materials and correspondence as required
Reviews compensation and benefit plans on an ongoing basis, researches and surveys local market data and makes recommendations to achieve market competitive rates
