Spotsylvania County Public Schools is seeking an experienced Procurement Officer to play a crucial role in streamlining procurement processes and ensuring that all purchasing activities for our school division are conducted in a timely, fair and efficient manner.
The Procurement Officer will work closely with various departments to ascertain their needs and budgets, and will be responsible for sourcing and contracting with suppliers to secure the best possible prices and terms. Leveraging analytical skills to evaluate market trends, negotiate contracts, and manage vendor relationships will be vital to one's success in this role.
Essential Functions:
- Manages and solicits competitive processes, formal and informal, in compliance with the Virginia Public Procurement Act, Spotsylvania County Public Schools codes, policies and procedures and Federal laws and regulations
- Organizes, conducts, oversees and directs all aspects of the procurement process including choosing the best method of source selection, pre-proposal bids and conferences, evaluation committee meetings, and negotiations
- Coordinates, assists, researches, analyzes and develops scopes of work, specifications, evaluation methods and criteria for development of RFP’s and IFB’s for construction, goods, services, professional services and contracts; reviews and/or drafts all procurement documents
- Negotiates awards, administers annual contracts and agreements, documents vendor performance, and authorizes change orders
- Reviews, analyzes, and approves procurement requisitions in Tyler Munis (Spotsylvania County Public Schools’ chosen ERP system)
- Evaluates and responds to questions, complaints, protests, and disputes
- Analyzes internal and external environments for non-compliance with procurement laws and policies
- Interviews prospective offerors and bidders to update existing knowledge of market conditions
- Advises schools and departments regarding market conditions, trends in business laws, methods, markets and purchasing practices and procedures

Education and Experience:
Required
- High School Diploma
- Three (3) years of professional experience in public sector procurement or contract administration
- Prior experience with electronic procurement software such as eVA (Virginia’s Procurement Marketplace)
- Prior experience with ERP system - Tyler Munis
- Willingness to obtain professional procurement certification within two (2) years of employment
Preferred
- Bachelor’s Degree from an accredited college or university
- Current (valid, not expired) certification as a Certified Professional Public Buyer (CPPB) or a Virginia Contracting Officer (VCO)

Employment Terms: Employment is offered as an 12-month (243 Day) contract, at a minimum of 7.5 hours worked daily. This position is evaluated annually.
