SUMMARY OF DUTIES

Spitzer Industries is seeking an experienced Bilingual Senior Industrial Recruiter – Skilled Trades & Manufacturing to own recruiting efforts for the skilled workforce supporting our Waterfront manufacturing operations at 13863 Industrial Road Houston, TX 77015.

Our welders, fitters, fabricators and other skilled trades professionals are fundamental to our ability to safely fabricate complex steel structures and deliver quality products to our customers. We need a recruiter who understands that environment, speaks the language of the shop floor and knows the difference between simply generating applicants and delivering qualified industrial talent capable of passing our technical requirements.

The ideal candidate has spent significant time recruiting inside heavy manufacturing, structural steel fabrication, oil & gas, petrochemical, marine/offshore, industrial construction or a comparable skilled-trades environment.

Ideal candidate should be equally comfortable discussing workforce requirements with a Yard Superintendent, reviewing recruiting metrics with leadership, evaluating a staffing agency's candidate pipeline and developing relationships with trade schools and workforce organizations throughout the Houston area.


RESPONSIBILITIES

Lead full-cycle recruiting for critical manufacturing and skilled-trades positions, including:

  • Structural Welders
  • Fitters / Structural Fitters
  • Fabricators
  • Welder/Fitters
  • Flux-Core and MIG Welders
  • Combination Welders, where applicable
  • Machine Operators
  • Material Handlers
  • Industrial Painters / Blasters
  • Quality and Inspection personnel
  • Maintenance and other production-critical positions

Ideal candidate must understand what these positions do and why skill level, fabrication experience and testing requirements matter.

Ideal candidate will source, screen and qualify candidates beyond the résumé—determining whether their actual industrial experience aligns with the work being performed at Spitzer.

This role works directly with Yard Superintendents, Shop Leadership, Human Resources and Operations Leadership to understand current and future workforce demand.

Responsibilities also include:

  • Attend regular workforce-planning meetings with operational leaders.
  • Understand headcount requirements by department, shift and skill classification.
  • Maintain visibility into vacancies, upcoming projects, turnover and anticipated workforce needs.
  • Coordinate candidate interviews, weld tests, fitter tests and other skills assessments.
  • Ensure candidates receive accurate information regarding schedules, working conditions, PPE, testing expectations and job requirements before arriving onsite.
  • Establish rapid feedback loops following candidate interviews and skills testing.
  • Build proactive talent pipelines before positions become operational emergencies.
  • Maintain an exceptionally organized recruiting calendar and candidate workflow.

STAFFING AGENCY MANAGEMENT

The Senior Industrial Recruiter will serve as a primary point of coordination for staffing partners supporting skilled-trades hiring.

This person must understand the staffing-agency business model and be capable of managing agencies as accountable recruiting partners—not simply receiving résumés.

Responsibilities include:

  • Communicate precise technical requirements to approved staffing agencies.
  • Establish consistent candidate-submittal requirements.
  • Verify that agency candidates have been appropriately prescreened before scheduling interviews or testing.
  • Coordinate contractor interviews and skills testing.
  • Maintain accurate, time-stamped candidate submittal records and candidate ownership.
  • Track agency candidate quality, test pass rates, attendance/no-show rates, turnover and conversion performance.
  • Monitor agency responsiveness and fulfillment against open workforce requirements.
  • Provide feedback when submitted candidates fail to meet Spitzer's technical or experience standards.
  • Develop and maintain agency scorecards and recruiting performance metrics.
  • Partner with HR leadership regarding agency utilization, performance and workforce strategy.


EDUCATION / EXPERIENCE / KNOWLEDGE

Candidates should meet the following requirements:

Minimum of eight (8) years of progressive recruiting experience, with substantial hands-on responsibility for industrial, manufacturing or skilled-trades recruiting.

Demonstrated experience recruiting welders, fitters, fabricators and other skilled industrial trades is required.

Strong preference will be given to candidates with recruiting experience in:

  • Structural steel fabrication
  • Heavy manufacturing
  • Oil & gas
  • Petrochemical
  • Offshore / marine fabrication
  • Industrial construction
  • Pressure vessel or modular fabrication
  • Large-scale metal fabrication

Candidates must also demonstrate:

  • Working knowledge of welding/fabrication terminology and skilled-trades qualification processes.
  • Ability to intelligently prescreen welding and fitting candidates based on actual work experience.
  • Experience coordinating weld tests, fitter tests or comparable skilled-trades assessments.
  • Strong understanding of full-cycle recruiting.
  • Demonstrated success managing high-volume and difficult-to-fill requisitions simultaneously.
  • Experience managing and holding outside staffing agencies accountable.
  • Advanced sourcing capabilities using LinkedIn Recruiter, Indeed, job boards, referrals, networking and direct sourcing.
  • Experience using ADP which is our ATS system.
  • Strong recruiting-data and reporting discipline.
  • Exceptional organizational and follow-through skills.
  • Ability to communicate effectively with hourly tradespeople, supervisors, superintendents, HR and executive leadership.
  • Ability and willingness to spend time in an active industrial manufacturing environment and wear required PPE.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in Human Resources, Business, Industrial Management or related discipline; equivalent industrial recruiting experience will be considered.
  • Experience recruiting within an AISC-certified structural steel environment.
  • Familiarity with AWS D1.1 and structural welding qualification requirements.
  • Established relationships within the Houston-area skilled-trades labor market.
  • Existing relationships with Houston-area technical schools, welding programs and workforce-development organizations.
  • Experience developing recruiting dashboards, agency scorecards and workforce forecasts.


WORK ENVIRONMENT/PHYSICAL DEMANDS

  • Working conditions are normal for an office environment, with frequent trips to shop environment which may include exposure to dust, dirt and forklift traffic.
  • Frequent sitting and operating a computer.
  • Some travel between different company locations and for vendor and/or client contact
