Job Description
A growing federal contractor is seeking a highly organized and detail-driven Junior Contracts Administrator to support a portfolio of federal government programs, including projects within the aerospace and research sectors. This role plays a key part in contract lifecycle management—supporting proposal development, ensuring regulatory compliance, coordinating subcontract activities, and maintaining accurate financial and contractual records. A strong understanding of the Federal Acquisition Regulation (FAR), contract types, and subcontract management is essential.
This position is based in Arlington, VA and reports directly to the Contracts Manager, with regular interaction across program and executive leadership teams.
Key Responsibilities
Contract Administration & Compliance
- Administer a variety of contract types (CPFF, T&M, FFP), including price proposal preparation, funding tracking, and assistance with invoice reconciliation.
- Process and monitor contract modifications while ensuring compliance with FAR, agency-specific regulations, and contract requirements.
- Coordinate the preparation and submission of CDRL deliverables in collaboration with program management.
- Support the review and segmentation of Performance Work Statements (PWS) for prime and subcontract activities.
- Ensure compliance with Service Contract Act (SCA) reporting and documentation requirements.
- Maintain working knowledge of ITAR, EAR, Rights in Data regulations, and Certified Cost & Pricing Data rules.
- Assist in the development and enforcement of Organizational Conflict of Interest (OCI) and mitigation plans.
- Maintain comprehensive contract files, correspondences, and deliverables.
- Monitor contract performance, identify risks, and provide timely updates to leadership.
- Prepare recurring contract status reports and compliance summaries.
Subcontractor Management & Proposal Coordination
- Prepare subcontractor RFP packages and coordinate the collection of proposal responses.
- Review and evaluate subcontractor submissions for completeness, accuracy, and compliance.
- Develop pricing analyses and justification documentation for subcontractor proposals.
- Integrate subcontractor pricing into overall proposal pricing models.
- Manage subcontract administration, including consent requests, negotiation of terms, agreement issuance, and modifications.
- Track subcontractor funding at the task-order level and support related reporting requirements.
FAR & Regulatory Compliance
- Maintain strict adherence to FAR requirements and other applicable federal regulations.
- Provide internal guidance on regulatory compliance, contract structures, and best practices.
- Support internal reviews and audit activities related to contract compliance.
Qualifications
- Strong working knowledge of federal contracting regulations, including FAR and agency-specific supplements.
- Experience with contract compliance, financial reviews, and subcontractor coordination.
- Familiarity with ITAR/EAR, Rights in Data requirements, and Certified Cost & Pricing Data regulations.
- Ability to evaluate subcontractor proposals and provide written analysis and justification.
- Excellent attention to detail, communication skills, and negotiation capabilities.
- Bachelor’s degree in business administration, legal studies, or a related discipline.
- Professional contracting certification (e.g., CCM) preferred.
- Experience supporting aerospace or research-related federal programs; familiarity with NASA or similar agencies is a plus.
- Understanding of federal contract audits and compliance activities.
- Prior experience with contract management systems/software.
- Ability to work independently and collaboratively in a fast-paced environment.
- U.S. Citizenship or lawful permanent residency required due to federal contract eligibility; sponsorship is not available.
Salary : $65,000 - $75,000
