Job Summary
The HCS Program Manager is responsible for overseeing Spectrum of Solutions’ Home and Community-based Services (HCS) program to ensure high-quality, compliant, and person-centered service delivery. This role provides leadership to program staff, maintains relationships with individuals served and their families, and collaborates with agency leadership to support operational excellence and regulatory compliance.
Essential Duties & Responsibilities
Oversee the HCS Program and ensure compliance with all local, state, federal, and accreditation requirements
Maintain effective communication and relationships with individuals served and their parents/guardians
Supervise HCS program staff, including performance management, training, and development
Ensure staff compliance with agency policies, procedures, and regulatory standards
Oversee in-home staffing schedules and monitor service delivery trends
Attend and participate in operational and leadership meetings as required
Conduct regular program staff meetings to communicate expectations and initiatives
Assist with program budget preparation and resource planning
Collaborate with internal departments to ensure coordinated services
Perform other duties as assigned
Required Qualifications
Bachelor’s degree in Human Services, Social Work, Healthcare Administration, or related field, or equivalent experience
Experience working within Texas HCS or IDD service programs
Supervisory or leadership experience
Strong knowledge of compliance and service delivery standards
Excellent communication, organization, and problem-solving skills
Preferred Qualifications
Experience managing or coordinating an HCS program
Knowledge of Texas HHSC rules and audit processes
Experience with nonprofit or healthcare budgeting

Strong organizational and time management skills
Ability to interpret and apply regulatory requirements

Work Environment & Physical Requirements
Office and community-based work environments
May require occasional travel to homes or program sites
Ability to sit, stand, walk, and use standard office equipment
