Environmental Health & Safety Manager

Job Summary

The Environmental Health & Safety (EHS) Manager is responsible for building, leading, and continuously improving Special-T Manufacturing's safety, health, and environmental compliance programs across all facility operations, including machining, plating, flex & wiring assembly, fan & blower production, and final fabrication and assembly. This role owns compliance with all applicable federal OSHA and Virginia Occupational Safety and Health (VOSH) standards, as well as applicable EPA and Virginia DEQ environmental requirements. The EHS Manager partners closely with the CEO, HR, and production supervisors to reduce workplace risk, maintain regulatory readiness, and build a strong safety culture on the shop floor.

Essential Duties & Responsibilities

Program Ownership & Strategy

• Design, implement, and maintain a comprehensive written EHS management system covering all federal OSHA General Industry (29 CFR 1910) standards and applicable VOSH state-plan requirements.
• Develop annual EHS goals, KPIs, and a corrective action tracking system; report program status and incident trends directly to the CEO.
• Serve as the company's primary point of contact for OSHA/VOSH inspections, citations, informal conferences, and abatement documentation.
• Lead a plant safety committee and coordinate cross-departmental safety initiatives with production, maintenance, and HR.

OSHA Compliance & Recordkeeping

• Maintain OSHA 300 Injury and Illness Log, 300A Annual Summary, and 301 Incident Report forms; ensure timely electronic submission (OSHA Form 300A via ITA) where required.
• Manage OSHA recordkeeping determinations (recordable vs. first aid), restricted/light duty tracking, and days-away-from-work calculations.
• Ensure compliance with fatality/hospitalization reporting requirements (report to OSHA/VOSH within required timeframes).
• Maintain required OSHA posters, employee right-to-know postings, and the 300A summary posting period (February 1 – April 30 annually).

Hazard-Specific Programs

• Hazard Communication / GHS: maintain SDS library, container labeling, and annual HazCom training for all shifts.
• Lockout/Tagout (LOTO): develop machine-specific procedures for CNC, plating line, and fabrication equipment; audit and retrain periodically.
• Machine Guarding: conduct point-of-operation and power transmission guarding audits across machining and fabrication cells.
• Electrical Safety: ensure NFPA 70E-aligned arc-flash and shock-hazard practices for qualified electrical work.
• Respiratory Protection & Industrial Hygiene: manage respirator program (fit testing, medical evaluation, cartridge change schedules) for plating and welding operations; coordinate air/noise monitoring.
• Hearing Conservation: administer audiometric testing, noise mapping, and hearing protection zones.
• Personal Protective Equipment (PPE): conduct PPE hazard assessments and manage issuance, training, and documentation.
• Powered Industrial Trucks: manage forklift/PIT operator certification, evaluation, and refresher training program.
• Emergency Action & Fire Prevention Plans: maintain written plans, evacuation drills, and fire extinguisher/suppression system inspections.
• Confined Space & Bloodborne Pathogens: maintain applicable written programs and training if operations require.

Environmental Compliance

• Manage hazardous waste generator status and RCRA compliance (manifests, storage time limits, labeling) for plating chemicals and industrial waste streams.
• Maintain wastewater discharge, air emissions, and stormwater permits/compliance in coordination with Virginia DEQ requirements.
• Maintain Safety Data Sheet inventory and chemical inventory reporting (Tier II / EPCRA) as applicable.

Training & Culture

• Develop and deliver new-hire safety orientation and ongoing annual refresher training for all employees, including bilingual materials where needed.
• Investigate all incidents, near-misses, and first-aid cases; lead root-cause analysis and corrective action follow-through.
• Partner with HR on workers' compensation claims, light-duty placement, and return-to-work coordination.
• Champion a proactive, non-punitive safety culture that encourages hazard reporting and continuous improvement.

Qualifications

Education & Certifications

• Bachelor's degree in Occupational Health & Safety, Environmental Science, Industrial Engineering, or related field required; equivalent combination of experience and education considered.
• OSHA 30-Hour General Industry certification required; OSHA 500/501 Trainer credential strongly preferred.
• Professional certification (CSP, ASP, OHST, or CIH) preferred or in active pursuit.
• First Aid/CPR/AED instructor certification a plus.

Experience & Knowledge

• Minimum 3–5 years of progressive EHS experience in a manufacturing, metal finishing/plating, or industrial fabrication environment.
• Working knowledge of 29 CFR 1910 General Industry standards and experience with a state-plan (VOSH) jurisdiction preferred.
• Familiarity with EPA/DEQ hazardous waste, air, and wastewater regulations as they apply to metal finishing operations.
• Experience managing OSHA recordkeeping, incident investigation, and regulatory agency interactions.
• Proficiency with Microsoft Office and safety management/EHS software platforms.
• Strong written and verbal communication skills; ability to train and influence at all levels of the organization.

Physical Demands & Work Environment

• Regularly required to walk a manufacturing floor involving machining, plating, and assembly operations; exposure to industrial noise, chemicals, and moving machinery.
• Must be able to wear all required PPE (safety glasses, hearing protection, respirators, chemical-resistant gear) as needed to enter production areas.
• Occasional lifting up to 25 lbs.; frequent standing, walking, bending, and climbing (stairs/ladders) to conduct inspections.

Pay: $65,000.00 - $85,000.00 per year
