Primary Purpose

 

Provide overall leadership and direction for the development, planning, programming and implementation of supports and services for students in the programs contained within the special services department.  Significant communication with campus administrators will be expected in order to implement instructional and behavioral services to students and to monitor and oversee any supports needed on the campus to address the needs. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 

Qualifications

 

Education/Certification/Licensure

Master’s degree in education from an accredited college or university

Valid Special Education certificate preferred

Texas mid-management/principal or other appropriate Texas Certification

State Appraisal System training certification

Special Knowledge/Skills

Knowledge of special education/504 laws to maintain district-wide compliance

Knowledge of curriculum and instruction

Ability to evaluate instructional programs and teaching effectiveness

Ability to manage budget and personnel

Ability to coordinate district functions

Ability to interpret policy, procedures, and data

Strong communication, public rations, and interpersonal skills

Ability to think critically and systematically problem solve

Experience

Three years teaching in a special services classrooms preferred

Campus administrator or district special services experience preferred

       

Major Responsibilities and Duties

 

  1. Plan, implement, and evaluate instructional programs (including learning objectives, instructional strategies, and assessment techniques) with teachers, staff, counselors, diagnosticians, principals, etc.
  2. Provide overall leadership and direction for the development, planning, implementation, policy and evaluation of the District’s special services programs.
  3. Direct instructional and curriculum services to meet students’ individual needs.
  4. Apply research and data to improve the content, sequence, and outcomes of the teaching/learning process.
  5. Develop and implement a comprehensive strategic plan for special services programs.
  6. Coordinate and monitor special services classrooms to ensure consistency and continuity throughout the district.
  7. Work with appropriate staff to develop, maintain, and revise curriculum.
  8. Document IEP and ARD process based on systematic review and analysis.
  9. Involve staff in evaluating and selecting materials to meet student learning needs.
  10. Ensure the use of technology in the teaching-learning process.
  11. Plan the necessary time, resources, and materials to support accomplishment of education goals.
  12. Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.
  13. Participate in the district-level decision-making process to establish and review the district’s goals and objectives.
  14. Actively support the efforts of other to achieve district goals and objectives, campus performance objectives, and academic excellence indicators.
  15. Actively track and monitor data sources for students.
  16. Serve as a liaison to transportation on issues related to the Special Services Department.
  17. Provide effective professional learning activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
  18. Research and implement the policies established by federal and state law, state board of education rule, and local board policy in curriculum and instruction area.
  19. Compile, maintain, and present all reports, records, and other documents required.
  20. Compile and manage budgets and cost estimates based on documented program needs and district goals.
  21. Prepare, review, and revise job descriptions in the Special Services Department.
  22. Evaluate job performance of employees to ensure effectiveness.
  23. Assist with the recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal; assist with the implementation of the designated teacher appraisal system, possibly serve as second appraiser.
  24. Provide for two-way communication with principals, teachers, staff, parents, and community.
  25. Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
  26. Monitor professional research and disseminate ideas and information to other professionals.
  27. Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing district’s mission.
  28. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
  29. Manage and utilize data effectively for system process and program analysis.
  • Account for the accuracy and verification of all student program data and reports;
  • Implement data-driven decision making for improvement efforts based on best practices.

  11. Maintain friendly customer-service-driven interactions with all stakeholders, students, teachers, administrators, and co-workers.
  12. Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
  13. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
  14. Perform other duties and accept other responsibilities as assigned.
