POSITION SUMMARY: Under general supervision, performs administrative work of moderate difficultly in maintaining the Criminal Justice Information System/National Crime Information Center (CJIS/NCIC) system for the Southern Ute Indian Tribe (“SUIT”); implements and maintains required policies regarding access to confidential information; trains system users; liaisons with CJIS/NCIC access entities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. With the advice and consent of SUIT leadership, is the designated point of contact and liaison for and manages the CJIS/NCIC system and serves as the Terminal Agency Coordinator for the Emergency Communications Center and the Southern Ute Indian Tribe’s Departments and Divisions.
2. Creates, obtains approval, and renews user and access agreements with federal and state CJIS/NCIC partners using approved internal Southern Ute Indian Tribe processes.
3. Ensures users meet minimum screening requirements and complete training and certifications prior to use including CJIS Security Awareness Test, NCIC certification Test (for terminal users), and Fingerprint-based criminal records check within designated periods.
4. Implements and manages ongoing terminal operator certification training program for users; trains agency terminal operators and criminal justice users in the use of the CJIS/NCIC system in accordance with established standards, policies and procedures.
5. Coordinates with the training coordinator to ensure professional development plans are developed for the CJIS/NCIC qualifications by users.
6. Evaluates the knowledge and performance of each CJIS/NCIC user to ensure the use of the system and quality of work is in accordance with established standards, policies and procedures. Rehabilitates CJIS/NCIC users and recommends underperforming findings for personnel review to appropriate supervisors.
7. Oversees a Quality of Service program for service delivery and customer satisfaction and follows through with proactive performance management, team building, and application of available technology and industry best practices.
8. Maintains a current listing of personnel authorized to request or view CJIS/NCIC, including personnel authorized to receive information directly or indirectly via the CJIS/NCIC network. Shall maintain certification of users in a centralized location.
9. Notifies appropriate agencies of any changes in authorized personnel.
10. Ensures approved security policies are followed in accessing the CJIS/NCIC.
11. Participates in the development and implementation of goals, policies and procedures, objectives, and strategic planning for the CJIS/NCIC system; recommends and implements policies and procedures.
12. Reviews and analyzes files, documents and work in progress to ensure completeness, accuracy and compliance with federal, state, local and department and unit policies and procedures.
13. Reviews periodic reports from the CJIS/NCIC system to ensure entries made into the system are validated and any unusual activities are reviewed and validated.
14. Coordinates, adheres to, and assists with federal and state mandated security and operational audits by making records, files, cases, procedures and any other required information available. Shall coordinate and implement internal pre-audits to identify gaps in policies and procedures before formal audits are conducted.
15. Coordinates all system changes with internal and external partners, which may include database access, inquiry/maintenance access, upgrading or relocation of existing equipment or installation of additional equipment.
16. Ensures all equipment is maintained in a secured area; installs, configures and maintains computer systems and peripherals to establish and maintain links to CJIS/NCIC system.
17. Troubleshoots and corrects equipment malfunctions, in conjunction with internal and external partners as may be required.
18. Works with appropriate agencies, such as telecommunication companies, to ensure links are maintained with CJIS/NCIC system.
19. Participates and attends meetings, training and audits required to perform duties and responsibilities.
20. Submits required reports to appropriate agencies and internal reports.
21. May be assigned to incident command functions in the event of major emergencies or critical events and may be required to be available on-call after hours.
22. Performs additional job-related duties as assigned or required of the position.
QUALIFICATIONS:
Must have an AA/AS in Criminal Justice, Information Technology, Computer Science or related field.
Must have 3 years of experience in Criminal Justice Information System/National Crime Information Center systems.
Must have a Criminal Justice Information Services (CJIS) and National Crime Information Center (NCIC) Full Access License or obtain licensure within 90 days of hire.
Must have a strong knowledge of basic computer software applications including word processing and Excel spreadsheets.
Must have first aid and CPR certification and maintain through the duration of employment.
Must never have been convicted of a felony. Must not have been convicted of or placed on a deferred judgement for any misdemeanor crime for 1 year prior to appointment. This does not include minor traffic violations.
Must pass a psychological evaluation prior to appointment.
Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy.
Must be of excellent character and reputation and pass a thorough background check including fingerprint and pre-employment drug testing.
PERFERRED QUALIFICATIONS:
3 years of experience as a certified emergency communications professional.
Thorough knowledge of research methods and an overall understanding of Public Safety operations, general law enforcement codes, practices, and methods.
Knowledge of CJIS/NCIC policies, procedures, and regulations.
Knowledge of the Criminal Justice Information Services (CJIS) Security Policy and audit procedures.
TERO preference.
