Summary
The Procurement & Resource Control Manager will own the procurement, cost-control, and field support processes tied to equipment rentals, concrete purchases, startup material packages, and bulk material deployment across active construction projects. This role is not limited to buying. It is a project-facing control position responsible for ensuring that what is ordered, delivered, used, billed, transferred, and returned is accurate, timely, and aligned with project budgets, buyout pricing, and annual negotiated vendor rates.
Duties/Responsibilities
- Material Procurement: Manage the lifecycle of project materials, ensuring timely mobilization and minimal excess inventory.
- Equipment Rental Management: Oversee the entire equipment rental process, from request to return, ensuring compliance with approved pricing and contracts.
- Concrete Purchasing & Reconciliation: Implement processes for tracking concrete usage and costs, ensuring accurate billing and documentation.
- Invoice Audit & Reporting: Review invoices regularly to confirm compliance with project budgets and vendor agreements, providing exception reports to management.
- Material Recovery & Coordination: Facilitate the transfer of usable materials between projects to optimize resources and reduce waste.
- Vendor Management: Maintain relationships with vendors, negotiate terms, and ensure compliance with procurement standards.
Education/Experience/Knowledge
- 5 years in procurement or purchasing, with at least 2 years in construction or specialty contracting
- Strong knowledge of construction job costing and vendor management.
- Demonstrated success managing equipment rental costs, vendor pricing, and invoice reconciliation in a project-based environment.
- Proficiency in Microsoft Excel and construction ERP systems such as Sage 300 CRE, Acumatica, Viewpoint or equivalent.
- Ability to read and interpret plans, scopes of work, vendor quotes, and subcontract-related procurement requirements.
- Familiarity with Sunbelt, United Rentals, and ready-mix concrete billing practices a plus.
- Experience in concrete construction, flatwork, foundations, tilt-up, post-tension, or related trades a plus.
- Relevant certifications (CPSM, CPP) and a degree in Supply Chain Management or a related field (equivalent practical experience considered).

Working Conditions
Requires prolonged sitting, some bending, stooping, and stretching. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal hearing and eyesight to record, prepare and communicate appropriate reports. May occasionally require visits to construction job sites to assist with documentation or project coordination and the ability to lift up to 30 lbs.
