South Puget Sound Community College (SPSCC) invites applications from highly motivated and qualified candidates for the position of Fiscal Analyst 4 - Student Financial Manager, supporting the Financial Services department.

The Fiscal Analyst 4 is responsible for the comprehensive management of student financial services, including oversight of student accounts, cashiering, third-party billing and payments, and supervision of student financial staff. The role serves as the primary point of contact for student financial matters and ensures timely, accurate responses to inquiries from students, campus departments, third-party agencies, and external partners.

What You'll Do



The position within the Business Office leads critical processes within the Campus Solutions pillar of ctcLink (PeopleSoft), including, but not limited to, term setup, tuition and fee configuration, student account management, collections coordination and management, year-end activities, and 1098-T processing. It also provides support across the institution and ensures compliance with policies, procedures, and regulatory requirements. This position is expected to determine continuous process improvements and implement changes as needed.

Essential Functions: Leadership and Operations

  • Supervise, train, and evaluate cashiering processes, third-party contract receivables, and other staff as needed; reconciliation processes; and provide cashier support within ctcLink: as needed
  • Develop, document, and maintain procedures; support continuous improvement and ensure adherence to both institutional and Washington State Community and Technical College system policies and standards
Student Account Management and Customer Service
  • Manage and audit student accounts, including billing, payment processing, refunds, adjustments, and account reconciliation
  • Provide comprehensive customer service by assisting cashiers and students with account inquiries, payment options, financial aid disbursements, waivers, service indicators, item types, and program-related costs
  • Research and resolve complex account issues, including tuition calculation errors, residency discrepancies, refund processing, and payment discrepancies
  • Submit and manage SF/FA tickets to SBCTC for student account issues
System Configuration and Technical Support (ctcLink/PeopleSoft)
  • Configure and maintain term-based system components, including billing and due calendars, tuition calculation controls, term fees, tuition schedules, and related setup tables
  • Analyze system data, identify errors, and collaborate with the State Board of Community and Technical Colleges to troubleshoot and resolve issues through formal ticketing processes
  • Run queries and generate reports to monitor service indicators, account activity, and financial trends; ensure data accuracy and integrity
Billing, Payments, and Financial Processing
  • Review payment plans, including setup, monitoring, and reconciliation of third-party payment systems such as Nelnet and CyberSource, audit payment reports, and resolve discrepancies.
  • Reconcile internal cash - SF transactions, including second journal set (FA/SF/GL), third-party item types, and FARC/FARP.
  • Manage financial aid disbursements through third-party vendors, such as Bank Mobile, and ensure accurate posting to student accounts.
  • Process annual tax reporting (1098-T) and maintain compliance with applicable regulations.
Cross-Departmental Coordination and Reporting
  • Collaborate with Enrollment Services and other campus departments to resolve issues related to fees, waivers, financial aid adjustments, and system configurations.
  • Provide leadership with regular reports and analysis on student accounts, payment plans, collections, and service indicators.
  • Coordinate communications with internal and external stakeholders, including vendors, sponsors, and institutional partners.
Term and Year-End Processing
  • Prepare and manage quarterly and annual processes, including term rollovers, tuition and fee updates, system configuration, and calendar setup.
  • Update tuition and fee rates in ctcLink
  • Provide rates to the Financial Aid Office for their budgeting for the cost of attendance
  • Work with SBCTC and Student Services staff to update waivers.
  • Update DOD MOU Tuition and fee rates.
  • Provide a budget to FA leadership for SPSCC Grant Institutional Aid
  • Assist with IPEDS reporting
  • Work with SBCTC and/or SPSCC IT for updates to third-party systems such as Radius
  • Ensure timely communication of key dates, tuition information, and payment deadlines to campus stakeholders and external partners
  • Review, respond, and track chargebacks for Converge, Cybersource, and Nelnet
  • Create New Speedtypes as required
  • Work with SBCTC to set up new external orgs for the College and CCE.
  • Work with departments such as international student services, financial aid, Transition studies, and parent education to develop processes related to student accounts and third parties.
Supervisory Support:
  • Support as a backup cashier and/or third-party billing, as needed
  • Other Duties as Assigned

Qualifications You Possess

Education to Experience Equivalences:

Associate's Degrees=2yearsI Bachelor's Degree=4yearsI Master's Degree=6years

Required: Selected candidates may be required to complete and successfully pass a skills assessment or a competency evaluation.

Preferred Experience and Education:
  • Bachelor's Degree from an accredited college or university in Accounting or Finance
  • 18 quarter or 12semester hours in accounting or finance, AND one to two years of relevant professional experience or equivalent education and experience. Professional experience may substitute for education.
  • Three years of relevant professional experience working in a student accounts-related field.
  • Working within an ERP system such as PeopleSoft and/or Banner
  • Supervisory experience.
