Position Overview
South Plains Community Action Association (SPCAA) is seeking a detail-oriented and highly ethical Fraud Investigator to support the integrity of our Child Care Services (CCS) program. This role is responsible for investigating allegations of fraud, waste, and abuse involving program participants and childcare providers while ensuring compliance with Texas Workforce Commission (TWC) and federal CCDF regulations.
This position operates independently from eligibility and case management functions to ensure unbiased investigative outcomes.
Key Responsibilities
- Conduct investigations related to fraud, waste, and abuse
- Review financial, eligibility, and attendance documentation
- Interview clients, providers, employers, and third parties
- Document findings and maintain cases in PIRTS
- Prepare investigative reports and support enforcement actions
- Conduct onsite and unannounced provider visits
- Support audits, monitoring reviews, and improper payment recovery
Minimum Qualifications (Screening Requirements)
- Associate’s degree required in Criminal Justice, Public Administration, Social Services, or related field
- 3–5 years of experience in:
- Fraud investigation, OR
- Compliance, auditing, OR
- Public benefits/program integrity
- Valid Texas Driver’s License
- Ability to pass background check and complete required fraud/PIRTS training
Preferred Qualifications
- Experience with TWC programs or public assistance programs
- Knowledge of fraud detection tools and investigative techniques
- Experience conducting interviews and writing investigative reports

Work Environment
