Job Responsibilities

About CVST

Supervises the planning and programming of the Department of Crime Victim Services Training, Provider Certification, and Statistical Analysis. The purpose of the Department is to (1) research, formulate and present a strategic plan for the allocation of victims of crime resources to enhance training to direct service providers throughout South Carolina; (2) to oversee and improve the administration and tracking of victim service provider certifications in South Carolina, and; (3) develop and oversee a statistical analysis capability to research and promulgate model policies and address specific criminal justice issues related to victims of crime.

  • Collaborate with local, state, and national training entities to increase educational opportunities available in the state. Contact state and local providers to collect and disseminate input on training gaps and needs, and develop a strategic plan with action items to address those findings.
  • Partner with the Victim Services Coordinating Council to ensure all victim service providers in the state receive the required training and certification to effectively serve crime victims. Attend all Council meetings and report on progress or obstacles regarding training, certification, and statistical analysis.
  • Provide technical assistance to state and local agencies, as well as non-profit agencies, upon request for the development of training programs and projects, or the improvement of existing programs and projects in the areas of direct services to victims of crime. Develop a menu of technical assistance resources appropriate for non-profit agencies, units of local government, and state agencies, and provide targeted assistance to agencies seeking training guidance or assistance.
  • Oversee the certifications of direct service providers. Oversee and support staff involved in the certification of direct service providers to ensure accurate and timely documentation of certifications.
  • Manage the projects and tasks of the statistical analysis section. Oversee and collaborate with the statistical analysis staff to develop operational guidelines to best promote sound policy and respond to requests for data, analysis, or research. Responsible for the publication of the Department's annual report.

Minimum And Additional Requirements

Bachelor’s degree and four years of progressively responsible experience in health, social services, or related fields, or six years of experience in victim services-related fields.

Additional Requirements

  • Position may require overnight travel.
  • Position requires a valid driver's license.
  • Position requires up-to-date certifications.

Preferred Qualifications

  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain positive, effective working relationships with state and local agencies, related organizations, and private agencies/groups.
  • Ability to speak effectively in public.
  • Must possess a high degree of adaptability to evolving project requirements and shifting priorities.
  • Must be able to develop and deliver comprehensive training programs for victim advocates.
  • Ability to effectively supervise staff responsible for essential departmental functions.
  • Ability to use a personal computer and audio-visual equipment.
  • Basic understanding of word processing and graphic software is desirable.
