Job Responsibilities

Manages the Network Services team within IT Services and provides leadership for the agency's enterprise Information Technology (IT) and Operational Technology (OT) network infrastructure. Oversees the planning, implementation, operation, and maintenance of statewide networking and communications services supporting agency business functions, transportation operations, and field infrastructure. Directs staff responsible for routing, switching, wireless networking, telecommunications, cloud connectivity, data center networking, and communications infrastructure supporting Intelligent Transportation Systems (ITS), traffic operations, and other OT environments. Works closely with Infrastructure Services, Cybersecurity, Traffic Engineering, and business units to ensure network services are secure, reliable, and aligned with agency priorities. Oversees network operations, technology refresh initiatives, vendor relationships, budgeting, and service delivery while supporting modernization and continuous improvement efforts.

Provides leadership and oversight for enterprise network operations, including routing, switching, wireless, telecommunications, cloud connectivity, and communications infrastructure supporting IT and OT environments. Establishes operational priorities, service expectations, and performance goals. Ensures network services are reliable, secure, and available to support agency business operations, transportation systems, and field infrastructure. Oversees incident response, service restoration, infrastructure maintenance, and technology lifecycle management. Ensures enterprise networking services are aligned with the South Carolina Statewide Communications Infrastructure (SCI) and agency communications requirements. Develops network service plans, technology roadmaps, and infrastructure improvement initiatives. Works with technical staff and stakeholders to identify future networking needs and modernization opportunities. Supports modernization of enterprise and transportation communications infrastructure, including cloud connectivity, resiliency, disaster recovery, and secure integration of OT environments. Leads initiatives supporting network segmentation, secure access, and Zero Trust networking principles.

Develops and manages Network Services budgets, contracts, procurements, and vendor relationships. Oversees technology acquisitions, maintenance agreements, telecommunications services, and service contracts. Develops scopes of work, technical requirements, and procurement documentation. Ensures effective use of personnel, equipment, and financial resources. Ensures network operations comply with agency policies, cybersecurity requirements, and applicable standards. Supports the development and maintenance of network procedures, documentation, asset inventories, and operational controls. Coordinates with Cybersecurity, Infrastructure Services, and Traffic Engineering to support secure IT/OT connectivity, network segmentation, operational resiliency, and alignment with Zero Trust architecture principles. Ensures compliance with applicable statewide technology standards and communications requirements.

Supervises Network Services personnel and establishes performance expectations aligned with agency goals. Recruits, develops, and mentors staff while promoting professional development, technical training, and succession planning. Encourages collaboration, accountability, and customer service. Prepares reports, performance metrics, and status updates for agency leadership. Coordinates with internal stakeholders, vendors, telecommunications providers, government partners, and external organizations regarding network services and infrastructure initiatives. Minimum And Additional Requirements

A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and five (5) years of experience in telecommunications, data processing and/or information technology; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
