What You Will Do

The Senior IT Security Manager leads efforts to monitor and protect SCDOR’s technology environment. This role oversees cybersecurity monitoring, network health, and compliance, and managing teams, vendors, and partnerships to ensure systems remain secure.

Primary Job Duties Include

Security Monitoring & Automation

  • Leading a team of employees, contractors, and vendors responsible for monitoring the security of SCDOR technology systems
  • Overseeing the response, documentation, and automation of security events to ensure timely and effective handling
  • Continuously testing and improving monitoring systems, staff capabilities, and related processes
  • Developing and maintaining policies and procedures for security event monitoring and response
  • Tracking and reporting metrics that measure risk and the effectiveness of security operations
  • Partnering with stakeholders to strengthen event detection, automation, and response

Network Health Monitoring

  • Managing teams and vendor partners to monitor the operational health of agency networks and systems
  • Overseeing response to events that may impact business operations or system performance
  • Tracking and analyzing key performance indicators, uptime metrics, and trends to identify and address weaknesses
  • Maintaining network monitoring policies and procedures and ensuring consistent implementation
  • Leading event investigations and collaborating with stakeholders to enhance response capabilities

Administration

  • Building and leading a competent, empowered and forward-thinking team that values initiative, accountability, and collaboration
  • Overseeing performance management, training, career development, and general personnel matters
  • Managing contracts, expenses, and resource planning
  • Providing leadership in budget planning and roadmap development

Partnership & Coordination

  • Managing key security monitoring partnerships with the SC Department of Administration, SC Law Enforcement Division, and other state entities
  • Maintaining strong relationships with vendors and internal business units to support effective monitoring and response
  • Assisting the state-level Security Operations Center to ensure successful monitoring of SCDOR at specified levels through leadership
  • Ensuring consistent communication and alignment of security policies and response procedures across partners
  • Maintaining documentation such as MOUs that define partnership responsibilities

Minimum And Additional Requirements

  • A bachelor’s degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing, and/or information technology
  • Relevant experience may substitute for the bachelor’s degree on a year-for-year basis

Academic degrees must be from an accredited institution of higher learning.

Preferred Qualifications

  • Computer Information Security System Professional (CISSP)
  • Certified Information Security Manager (CISM)
  • At least 5 years of experience in information technology, managing IT or information systems, telecommunications, or data process

  • Training: Senior Managers should have experience in managing and running an enterprise NOC/SOC. They will participate in an orientation program and periodic training as needed to stay current and successfully perform their job
  • Hours: Flexible hours may be available from 7:00 a.m. – 6:00 p.m., Monday – Friday (37.5 hours per week). Employee will be required to work planned and emergency hours outside of normal agency work schedules. During critical events 24x7 support will be required.
  • Telework schedule: This position may be eligible to work remotely up to two days per week after one year of employment with SCDOR.
