Responsibilities Of The Business Analyst II
- Serves as liaison between MCS, business units, vendors, SCDMV Information Technology staff, and MCS management in identifying system issues and enhancements. Enlists business unit support in defining, validating, and documenting requirements for system fixes, enhancements, and regulatory requirements. Ensure that system changes comply with South Carolina laws and the programs administered through MCS.
- Works closely with MCS Quality Assurance Manager and MCS Chief on pilot program(s) for new business processes/procedures and system enhancements. Assists in the updating and development of SCDMV procedures, business processes and forms based on SCDMV established standards, new or amended laws, regulations, and best practices. Collaborates with the MCS Training Manager to ensure that procedures/processes and training material is accurate and that system changes are communicated effectively and in a timely manner.
- Provides independent testing support by developing and executing test plans related to expertise area for both system test and regression test levels. Works with the Quality Assurance Manager, MCS Chief, business users and other business analyst to assist in developing testing activities.
- Conducts weekly meetings with vendors on project status and keep management abreast of issues and concerns that may impede the development process. Ensure that weekly vendor status reports are available for management. Serve on business improvement teams and attends/leads meetings as required.
- Ensure accuracy and completion of all reoccurring reports and activities across required timelines (daily to annual).
- Maintain professional growth and development through seminars, workshops, etc. to keep abreast of latest trends in IRP, IFTA, UCR, RUF and COC for federal and state reporting.
- Follows the established chain of command and bring concerns, risks, unresolved issues, or needed approvals to the MCS Quality Assurance Manager
- Performs other duties as required by the MCS Quality Assurance Manager and MCS Business Alignment Manager
Minimum and Additional Requirements
- A bachelor's degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior approval.
- Knowledgeable in IRP/IFTA programs, prior DMV experience is a plus.
- Ability to present oral, written, and graphic reports clearly.
- Current knowledge in information systems design, business analysis, testing, maintenance, and security techniques.
- Proficiency in Office Suite and SharePoint.
- Ability to manage complex assignments; gather business requirements, analyze technical parameters, and recommend solutions.
- Must be IT value driven .
- Must possess a high degree of self-motivation and integrity with the ability to work with limited supervision.
- Must ensure that SCDMV policies and operational procedures are followed .
- Works in general office environment.
- May be required to work extended hours outside of the normal scheduled work week. Some overnight travel may be required.
- Must be able to lift 10-15 lbs.
- The work requires sitting for prolonged periods of time and significant time spent at a computer terminal.
