This position is in the Procurement Office, at SCDMV Headquarters, Blythewood, SC.
Responsibilities Of The Contract Specialist
- Responsible for the daily operation of the Contracts Management System to include user interface support, training, troubleshooting, contract template configuration, system monitoring, and reporting. Interacts with divisions throughout the agency to coordinate administration, system updates, and general program maintenance. Provides user interface support, training, data quality monitoring, and reporting for system users and upper management. Assists the Contracts Supervisor in coordination with the Office of General Counsel (OGC), Information Management Office (IMO), IT, and other divisions to coordinate system implementation, upgrades, and supporting data governance policies to ensure data accuracy and compliance.
- Request and critically examine data from SCDMV to identify trends and examine for accuracy. Utilize data from various sources for compiling contract reports to demonstrate monitoring outcomes, programs evaluation, and quality assurance efforts. Analyzes, reviews, and makes recommendations for a variety of SCDMV contracts, programs, and services. Inform department areas when contracts are coming near expiration and assist them in getting the proper documentation into procurement and/or OGC to start the contractual renewal process. Assist in the development of SOWs for agency contract and solicitations. Conducts meetings with contractors, subcontractors, and other external stakeholders as needed while facilitating ongoing program improvements.
- Participates in the development and monitoring of Corrective Action Plans (CAPs) as needed based on contractual requirements.
- Submit requisitions into South Carolina Enterprise Information System (SCEIS) to start the solicitation process.
- Performs other related duties as required.
Minimum and Additional Requirements
- A high school diploma and relevant program experience. A bachelor's degree may be substituted for the work experience.
- Must complete a nationwide criminal background check to include finger printing.
- General knowledge of procurement practices and principles.
- Must have good cognitive skills and ability to work under pressure.
- Must have excellent verbal and written communication and organizational skills.
- Must be proficient on personal computer with experience in the Microsoft Office Suite.
- Must be able to work independently with moderate supervision.
- Must be able to make independent, logical decisions.
- Must have ability to set priorities within workload areas and schedule time accordingly.
- Must be able to work within a strategic environment with multi-year priorities and timelines.
- Must be able to work in an office environment and be able to multitask.
- Must have high ethics and professionalism with a customer service driven attitude and strong support abilities.
- Overnight travel should not be needed; however, occasional training opportunities may require some overnight stays.
Agency Preferred
- Proven experience as a Contract Manager or in a similar role, preferably within a government agency or large organization.
- Experience with SAP, SCEIS, or a similar purchasing system.
- SCEIS and S.C. State Consolidated Procurement Code experience.
