REPORTS TO: Director of Instructional Services

 

Purpose Statement

The job of Test Coordinator is done for the purpose/s of overseeing district and state assessment programs; ensuring accurate administration, test security, compliance with state and federal requirements, and effective use of student achievement data to support instructional decision-making; providing training, technical support, data analysis, and communication to ensure successful assessment implementation and reporting

 

Essential Functions

  • Analyzes and interprets student achievement data for the purpose of identifying trends, patterns, and key findings; and communicating results to administrators in support of data-driven instructional decision-making and program improvement.
  • Collaborates with the Instructional Services Director and site administration to develop and implement procedures and timelines for administering state and district assessments for the purpose of ensuring standardized, efficient, and compliant testing practices in alignment with district, state, and federal requirements.
  • Collaborates with the Instructional Services Director, EL specialist, and site administration regarding placement of EL students in appropriate SEI courses for the purpose of ensuring placement decisions are aligned with state assessment data, language proficiency levels, and district academic requirements.
  • Coordinates all district and state-mandated assessments, including preparation and distribution of required parent notifications for AASA and EL identification, placement, reclassification, and assessment results (e.g. district adopted curriculum and state-mandated assessments, etc.) for the purpose of ensuring compliance with district, state, and federal requirements.
  • Coordinates and maintains state/district testing systems and platforms (e.g. PAN, ADE systems, Synergy, etc.) for the purpose of ensuring accurate student data, test assignments, and reporting of integrity.
  • Coordinates and monitors MOWR compliance by collaborating with director and site administrators, reviewing and collecting literacy plans, and ensuring required documentation and processes are implemented for the purpose of meeting state literacy requirements and ensuring accurate identification and support of students.
  • Coordinates MOWR summer school and assessment processes for the purpose of supporting targeted instructional opportunities to improve academic performance, addressing learning gaps, supporting student success in meeting grade-level standards, and ensuring compliance with state literacy requirements.
  • Ensures all students are tested in the most appropriate manner, including coordinating accommodations and submitting appeals as needed regarding mandated requirements regarding both language and achievement tests for the purpose of maintaining compliance with state and federal testing regulations and supporting accurate, equitable evaluation of student performance.
  • Gathers, monitors, analyzes, and interprets assessment data (e.g. district and state assessment data, etc.) for the purpose of ensuring accurate reporting, identifying trends, supporting compliance requirements, and informing district and site-level decision making.
  • Monitors district and state testing implementation and manages testing materials, access, and documentation (e.g. test tickets, materials, forms, logs, etc.) for the purpose of ensuring compliance with policies, guidelines, procedures, and state and federal requirements; and maintaining test security and integrity.
  • Monitors student enrollment and testing eligibility (e.g. daily enrollment checks, EL reports such as EL70 and EL72, kindergarten eligibility, etc.) for the purpose of ensuring all students are assessed within required timelines and data systems remain accurate.
  • Participates in a variety of meetings, trainings, conferences, and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Prepares and presents a variety of written materials and reports (e.g. student assessment scores, EL reports,graphs and charts, etc.) for the purpose of informing administrators, teachers, and stakeholders; supporting data-driven decision-making; and ensuring compliance with state and district reporting requirements.
  • Responds to inquiries from a variety of sources (e.g. other teachers, emails, phone calls, etc.) for the purpose of resolving issues, providing information, and/or direction.
  • Trains, supervises, and evaluates staff on proper testing security, administration, and monitoring procedures for the purpose of ensuring standardized testing conditions, maintaining test integrity, and ensuring compliance with state and district regulations and procedures.
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the Instructional Services Department.

Job Requirements: Minimum Qualifications

KNOWLEDGE is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: appropriate codes, policies, regulations, and/or laws governing EL education; Arizona SEI Models; assessment and reassessment processes; read and interpret data; and supervisory principles and practices.

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying assessment instruments; operating standard office equipment including using pertinent software applications; speaking/presenting before groups; gathering statistical data and developing reports; and preparing and maintaining accurate records.

ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is moderate. Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.

 

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling, and significant fine finger dexterity. Generally the job requires 70% sitting, 10% walking, and 20% standing. The job is performed in a generally hazard free environment.

 

Experience: Job related experience within specialized field is required.
Education (Preferred): Masters degree preferred
Education: Bachelors degree in job related area.
