Proposal Objective
SI is conducting a mixed methods performance evaluation of the Millennium Challenge Corporation (MCC) Côte d'Ivoire (CDI) Technical and Vocational Education and Training (TVET) Activity of the Skills. The TVET activity includes two sub-activities: i. New Model for Private Sector-Led TVET Sub-Activity; and ii. TVET Quality Management and Accountability Sub-Activity.
Evaluation services include conducting the baseline, providing continuous monitoring of program implementation, and conduct the endline/final evaluation.
The evaluation period of performance for this contract is 2024 to 2030.

SI is seeking an in-country Ivorian coordinator to support in the implementation, logistics, and data collection for the evaluation of the TVET Activity in Côte d’Ivoire. This is a part-time consultancy position which will run from 2026 - 2030.

Position Description
SI is seeking an in-country Ivorian coordinator to support in the implementation, logistics, and data collection for the evaluation of the TVET Activity in Côte d’Ivoire. This is a part-time consultancy position which will run from 2026 - 2030.
- Please note: This is a local position. Only candidates with Ivorian citizenship or permanent residency will be considered.**
- Facilitate in-country communications, data requests, and stakeholder relationships with MCC, Ivorian government, TVET centers, and other relevant stakeholders.
- Review relevant program documentation including administrative data and MCC documents as requested by SI.
- Provide inputs to develop evaluation deliverables, survey instruments, and questionnaires including providing country-specific context.
- Partake in training, execution, and oversight of data collection activities including qualitative interviews and surveys.
- Support the development and planning of trips for international team members.
- A minimum of a bachelor's degree.
- A minimum of five years of experience in research and evaluation.
- Experience working with or discussing technical issues with government officials or international donors.
- Experience working in the TVET sector preferred.
- Fluency in French and working proficiency in English is required.
