Position Summary
- Under the supervision of the Sr. Human Resources Manager, plan, organize, and manage team member relations, performance assessment and management, professional development, and overall general personnel administration. Coach and mentor HR Team Members. Serve as an advisor to management and team members on all HR policies and procedures.
- Develop, implement and administer various Human Resources policies and procedures for all personnel within the organization.
- Participate in developing department goals, objectives, and systems.
- Monitor performance appraisal program and revise as needed.
- Develop goals and objectives for the annual budget process.
- Develop, recommend, implement, and maintain personnel policies and procedures.
- Lead employee relations efforts by resolving problems, issues, and sensitive matters. May support or conduct investigations as necessary.
- Serve as a “Delegate” for the Fair Treatment Team process to include scheduling, collecting, and processing requests for hearings and providing notices on final decisions rendered by the Fair Treatment Team.
- Review property performance evaluations and merit increases within budgetary limits in accordance with the pay policy.
- Maintain professional and technical knowledge by conducting research, attending seminars, educational classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
- Attend and participate in both organization and department team meetings.
- Establish and maintain department records and reports.
- Confer with the Training & Development Manager on training needs for the organization, individual departments and team members.
- Coach Managers and Supervisors on team member performance issues and provide assistance with applying progressive discipline procedures.
- Compile data and analyze past and current year turnover rates.
- Facilitate Fair Treatment Team election process per policy: member nominations, voting, and team member training
- Act as a mediator and seeks resolution to all grievances.
- Coordinate company recognition programs and team member events.
- Coordinate internal and external HR communication.
- Conduct and participate in HR team meetings.
- Recommend new approaches to policies and procedures to effect continual improvements in efficiency of department and services performed.
- Collaborate with all departments of SECR, SELC, and TOPs to provide HR services to all team members.
- Adhere to confidentiality and comply with HR policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
- Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

- May be in contact with outside vendors of needed equipment, services or supplies.
- Bachelor`s degree in Human Resources, Business, or related field.
- Five years of experience in Human Resources. Two years in a supervisory capacity.
- An equivalent combination of education and directly related experience may be considered.
- Experience with Human Resource Information Systems.
- Experience with busy and stressful situations.
- Project management and strategic planning skills.
- Proficient computer skills with Microsoft Office programs.
- Strong communication skills.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
- Human Resources Certification (SHRM-CP, SHRM-SCP, SPHR, PHR, CCP, THRP).
- Ability to obtain HIPAA training and certification within probationary period.
- Native American preference shall apply to all positions.
- Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
- Knowledge of principles, best practices, and trends in Human Resources.
- Knowledge of effective principles and practices of education and development.
- Skill in operating business computers and office machines, including Windows Office programs.
- Skill in coaching and consulting management and executive level team members.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Ability to communicate effectively, both verbally and in writing.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.

- Occasionally required to stand and walk and reach with arms and hands.

- Frequently lift and/or move up to 20 pounds.
- Normal work environment.
- Frequent walking and standing in a smoking environment and contact with the general public. Constant visual stimulation via neon lights on slot machines, repeatedly changing machine video screens, static or flashing signs throughout the casino and constant machine and crowd noise.
- Extended hours and irregular shifts may be required.
- Travel may be required.
