Reporting to the Associate Administrator, the incumbent serves as the Deputy to the Associate Administrator for Capital Access and is responsible for all activities related to policy formulation, processing, servicing, liquidation, and oversight of the Agency's commercial loan programs to meet the needs of America's small business community. Clarification from the agency Senior executives The public Federal Employees - Competitive Service Federal Employees - Excepted Service Duties Help Has overall responsibility, as well as delegated authority for the oversight and administration of broad emerging, and/or critical Agency activities, to achieve specified goals and objectives. Evaluates overall effectiveness, efficiency, and productivity of these activities and recommends actions to initiate, modify, or discontinue activities as needed. Provides leadership, advice, counsel, and technical support to the office and other staff in the formulation and administration of policies and issues affecting office operations and activities. Develops and implements long-range strategic plans for organizational development and accomplishments of office mission; integration of comprehensive budget analysis and planning process into the strategic plan for office development; analysis of office work processes such as regulatory monitoring of programs and technical assistance to maximize the value of practices and procedures to practitioners in the field within the broader goals of the Agency. Directs and oversees the preparation of all materials relating to the overall programmatic and administrative budgets for office in accordance with the Administrator's policies. Maintains active liaison with appropriate SBA senior officials regarding the annual budget process, ensuring full recognition and understanding of, and responsiveness to the office resources requirements. Coordinates and provides assistance to program managers in the development of both program and operating budgets. Directs the development of policies and procedures for the administration and management of Financial Assistance loan programs, including 7(a), 504, Microloan, and Surety Bond Guarantee Programs. These policies are designed to utilize the private sector to obtain maximum leverage from all programs in the achievement of Agency goals and in meeting the needs of the small business community. Develops and recommends policies, plans, operating procedures, and standards for effective implementation, administration and promotion of the Agency's financial assistance loan programs. Duties include management of all activities related to the policy formulation, processing, servicing, and liquidation of the Agency's financial assistance loan programs. Responsibilities also include the oversight and management of lender relations. Requirements Help Conditions of employment Conditions of Employment Must be a U.S. Citizen or National. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Program Oversight: Demonstrated knowledge and experience in the development, implementation, and oversight of federal commercial lending programs. TQ 2: Budget and Staff Oversight: Demonstrated executive-level oversight of department budget and management of a multidisciplinary staff responsible for the development, implementation, and oversight of federal commercial lending programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education Education may not be substituted for specialized experience. Additional information Veterans Preference: Veterans' preference is not applicable to the SES.
