This position is located at Departmental Offices,Treasury Common Services Center, Office of the Deputy Administrator for Human Resources Services. As a/an Human Resource Specialist (Learning Program Manager), you will serve as an advisor in planning and managing curricula for learning and development programs which includes designing, delivering, and reviewing programming.

Qualifications:

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as experience:
  • Providing technical advice, guidance, and recommendations on workforce training and development design; AND
  • Developing new and evaluating established learning and development training courses; AND
  • Performing strategic planning and conducting studies in the areas of training and development; AND
  • Experience leading and overseeing the full lifecycle of contract procurements, including strategic planning, acquisition, administration, and close-out activities for programs.
Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience:
  • Generating data and reports to assess agency training needs.; AND
  • Designing and delivering instructional activities for face to face and virtual environments; AND
  • Using analytical techniques to evaluate and identify root causes, to identify training needs and to develop or improve talent development programs or projects; AND
  • Experience managing and coordinating the full lifecycle of contract procurements, including planning, acquisition, administration, and close-out activities.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
