Position Overview
The Senior Capture Manager - IRS Focused is responsible for leading and executing end-to-end capture strategies for large, complex federal opportunities supporting the U.S. Department of the Treasury and the Internal Revenue Service.
This role drives business growth by identifying, qualifying, shaping, and winning competitive procurements aligned with IRS modernization priorities. The Senior Capture Manager will lead capture strategy, competitive positioning, client engagement, and teaming for high-value federal opportunities.
Key Responsibilities
Capture Strategy & Leadership:
- Lead full lifecycle capture efforts from opportunity identification through contract award.
- Develop and execute capture plans, win strategies, and competitive positioning.
- Shape opportunities pre-RFP through proactive customer engagement and market intelligence.
- Conduct competitive analysis and price-to-win assessments.
- Develop differentiated value propositions aligned to IRS modernization initiatives.
Client & Market Engagement:
- Build and maintain strategic relationships within IRS program offices and acquisition organizations.
- Maintain awareness of Treasury and IRS strategic priorities, funding profiles, and procurement pipelines.
- Participate in industry events, briefings, and government engagement opportunities related to Treasury programs.
Teaming & Partnership Development:
- Identify and negotiate strategic teaming agreements with industry partners.
- Develop prime/subcontractor strategies aligned with procurement requirements.
- Coordinate with partners to develop integrated technical and management solutions.
Proposal Integration:
- Ensure seamless transition from capture to proposal phase while maintaining win strategy alignment.
- Support development of executive summaries, solution narratives, and key discriminators.
- Participate in internal gate reviews and proposal color team reviews.
Pipeline & Growth Management:
- Maintain opportunity pipeline and forecast revenue aligned with Treasury/IRS growth objectives.
- Provide leadership with regular capture status updates and probability of win (PWin) assessments.
- Contribute to long-term Treasury account growth strategy.
Required Qualifications
- 12 years of federal capture management and business development experience.
- Demonstrated experience leading captures supporting IRS opportunities.
- Proven track record of winning large, complex federal contracts including IDIQs and task orders.
- Strong understanding of Federal Acquisition Regulations (FAR) and federal procurement lifecycle.
- Experience developing win strategies, competitive intelligence, and price-to-win analysis.
- Established relationships within Treasury, IRS, or related federal financial agencies.
- Ability to lead cross-functional teams including technical, pricing, and proposal resources.
- Excellent communication and executive presentation skills.
- Bachelor's degree required.
Preferred Qualifications
- Direct experience supporting IRS modernization initiatives such as tax processing modernization, data analytics, cybersecurity, cloud transformation, or digital services.
- Experience with Treasury and IRS acquisition vehicles and governmentwide contract vehicles (GWACs).
- Knowledge of federal financial systems, data analytics platforms, and enterprise IT modernization programs.
- Professional certifications such as PMP, APMP, or Shipley training.
- Advanced degree (MBA or related field) preferred.
