POSITION DESCRIPTION
ASSISTANT ACCOUNTING MANAGER
PURPOSE:
The Assistant Accounting Manager supports the Accounting Manager in daily operations and monthly financial reporting while supervising and guiding the Accounting Generalist. This role oversees core accounting functions—including general ledger adjustments, fixed asset management, and cash flow monitoring—and ensures the accurate and timely completion of major projects as well as month end and year end reporting.
POSITION REPORTS TO: Accounting Manager
PRIMARY JOB FUNCTIONS:

Supervision of the Accounting Generalist and supervisory backup in Accounting Manager’s Absence

Oversee the daily activities of the Accounting Generalist by providing support and back-up as needed to ensure that all weekly deposits, month-end billing, reporting, and other duties are completed accurately and on time.

Preparing, presenting, and finalizing annual job plan and evaluation.

Submitting suggested annual merit increase to the Accounting Manager for submission to the Director of Finance for final approval.

Assist as needed on supervisory oversight of Accounts Payables, Receivables, Payroll and Fare Media Administration.

Continually enhance managerial skills by completing professional development and personal improvement courses or webinars each year.

Management of the General Ledger for MTA/DTO/RTA
-
Research, prepare, and post monthly and annual adjusting journal entries by analyzing account activity, identifying necessary corrections or accruals, and ensuring all adjustments are accurately documented and aligned with internal reporting requirements.

Monitor and balance the sub-ledger and general ledger of each company through month-end closing.

Monitor GL account balances and reports for apparent errors.

Manage and maintain appropriate usage of G/L chart of accounts.

Monthly reconciliations of multiple bank and balance sheet accounts.

Analyze financial data and maintain accurate, comprehensive records for monthly reporting to executive, senior, and departmental management..

Continually build and enhance accounting expertise by completing annual professional development activities, including webinars, courses, and other skill-building opportunities, to stay current with industry standards, and best practices.

Fixed Asset Management
-
Identify fixed assets by reviewing monthly grant log activity and accounts payable transactions.

Coordinate and record newly added fixed assets to the fixed asset database.

Organize work-in-progress accounts by project to ensure a smooth and accurate transition to fixed assets upon project completion.

Calculate and record annual depreciation adjustments after all assets for the fiscal year have been fully capitalized.

Calculate and record disposals reported from:
-
Metro auction sales (eBid).
-
Notification from department managers about assets that are damaged or beyond useful life.

Notification from the parts department that obsolete inventory items have been submitted for sale.

Coordinate and oversee biennial physical asset inventory count and final reconciliation.

Other Responsibilities
-
Manage non‑revenue fleet fuel cards administered by James River Petroleum.

Oversee monthly cash flow activity for Medical, Prescription, Liability, and Workers’ Compensation accounts.

Conduct weekly inter‑bank transfers between MTA and DTO, ensuring timely processing and accurate logging for month‑end reporting.

Provide cross‑functional support to Finance and collaborate with other departments to resolve issues affecting daily operations.

Supervise accounting staff during the Accounting Manager’s absence.

Qualifications for the Assistant Accounting Manager

Bachelor's degree in Accounting or Finance

3 years of progressive accounting experience

Thorough knowledge of U.S. GAAP

Advanced Microsoft Excel skills, especially Excel

High level of efficiency and accuracy

Exceptional math skills

Excellent verbal and written communication abilities across all levels of an organization

Attention to detail and the ability to analyze large amounts of data

Strong leadership skills with a dedication to driving and achieving results
