Public Utility District No. 1 of Skagit County is seeking a Project Manager to perform a wide variety of engineering and construction management tasks in coordination with the District's unique and large-scale contracted capital projects.

Essential Duties

  • Manage District construction projects facilitated through public bid, small works roster, and inter-local agreements which includes: coordination between District staff, contractors, and consultants; submittal review; meeting coordination; change order preparation; pay quantity tracking; quality control reporting; tracking and enforcement of material, construction, and contract specifications; assembling pay estimates; preparation of as constructed (redline) drawings; conducting prevailing wage interviews and reviewing certified payrolls; and performing project closeouts.
  • Plan and schedule resources from the Engineering and Operations Departments for execution of the District's Capital Improvement Program. Coordinate District resources to complete and tie-in contracted capital construction work.
  • Assist in the preparation and constructability review of construction plans and specifications for District capital projects approved through the annual budgeting process.
  • Assist in the preparation and execution of project permits.
  • Assist with annual budget preparation by preparing and updating preliminary construction estimates for each CIP project.
  • Coordinate and liaise with local agencies for construction schedules, intersecting project improvements, and areas of work.

Required Education and Experience

  • Knowledge and experience in the design and construction pump stations, reservoirs, water treatment plants, and vertical construction.
  • Working knowledge of basic engineering theories and principles; principles of project management; and basic principles of capital improvement cost estimation and contract administration.
  • Practices of researching engineering and design issues, evaluating alternatives, and making sound recommendations.
  • A solid understanding of civil design and construction, including the requirements and design criteria for water transmission and distribution systems.
  • Bachelor's degree in Engineering, Construction Management, or related field is strongly preferred.
  • Five (5) years' demonstrated engineering experience in civil design or construction.
  • Five (5) years' managing construction projects, preferably in a water utility environment.
  • An equivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the job effectively may substitute for some requirements at the PUD's discretion.
  • Valid Washington State Driver's License is required.

Compensation and Benefits

The full 2026 salary range for this position is $55.68-$80.18 per hour. However, starting salary typically begins in the bottom quartile ($55.68-$61.80) per Skagit PUD's salary guidelines, which allow for growth beyond the top of the market due to performance and longevity. Starting salary and level placement will be dependent upon previous experience and qualifications.

Skagit PUD offers a complete benefits package including medical, dental and vision (at no cost to employees for themselves or their qualified dependents), life and disability coverage, PERS pension, deferred compensation, generous paid time off, holidays, and more. Benefits are equivalent to over 60% in additional compensation.
