Financial Management Specialist/SME for TRMC

SimIS, Inc., an innovative information technology solution Veteran-Owned Small Business (VOSB), is currently seeking a talented, experienced professional with demonstrated experience in the noted position.

Position Summary. Serve as the Senior Financial Management Specialist, supporting the Director Test Resource Management Center (TRMC) for the reception, processing, and dispersal of funds received from Federal sources to support Department of Defense test and evaluation programs and facilities. The work performed in this position is extensive in scope and requires an experienced individual with demonstrated financial program/project management experience, appropriate technical expertise, the ability to self-direct, to work in a highly dynamic environment, and interface with broad range of federal and military senior staff and leadership.

Responsibilities.

  • Maintain tracking and status of all Military Interdepartmental Purchase Requests (MIPR) supporting TRMC test and evaluation programs and facilities.
  • Work with Federal Program managers (FPM) to evaluate all MIPR related site cost estimates, spend plans and monthly reports.
  • Be the TRMC Finance liaison to DoD organizations for regular meetings and status of MIPR supporting TRMC/Client test and evaluation program requirements.
  • Serve as the primary TRMC interface for all MIPR activities to support TRMC, supporting command, and supporting command MIPR requirements.
  • Analyze past and current TRMC MIPRs to ascertain status, track budget and program activities associated with each MIPR, and work to manage -then close -individual MIPR activities.
  • Coordinate Statements of Work development between Contractors and TRMC.
  • Regularly provide status of the MIPR portfolio, informing TRMC staff on status, issues, challenges, and needed actions.
  • Clearly and concisely convey analysis results to all levels of TRMC management in support of programmatic decisions.
  • Serve as subject matter expert advisor to the FPM and staff to resolve emerging issues and any potential problems that may be associated with a MIPR-related support.
  • Apply process improvement practices for this work.
  • Work independently and creatively under general supervision.
  • Basic Qualifications The work performed in this position is extensive in scope and requires an experienced individual with demonstrated program/project management experience, appropriate technical expertise, the ability to self-direct, to work in a highly dynamic environment, and interface with broad range of federal and military senior staff and leadership.

Qualification Requirements.

  • Bachelor's degree in Business, Accounting, Financial Management or other related discipline.
  • Minimum of 6 years of related program/budget analysis experience.
  • Experience will be considered in conjunction with education; Program/Project Management, or closely related field is desired.
  • Financial program/project management in DOD or other federal government environment.
  • Knowledge of DOD financial program and project management/scheduling tools and techniques.
  • Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel).
  • Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
  • Active DoD TS and/or DOE Q clearance.
  • Preferred Qualifications:
  • Prior experience with MIPRs.
  • Prior DOD experience
  • Living in the Northern Virginia/DC area
  • Collaboration with DOD/Service Financial activities on financial activities
  • Priori experience supporting test facilities, test ranges, or test sites
