Qualifications:
To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Performing administration of real property leases, including renewals, amendments, enforcement of lease terms, and coordination with tenants or lessors.
- Conducting cradle-to-grave acquisition of real property interests (e.g., leases, easements, land, rights-of-way), including market surveys, site evaluations, and preparation of acquisition documentation. Experience supporting or executing disposal actions for excess or underutilized real property, including coordination with GSA or compliance with applicable federal laws and regulations
- Negotiating complex real estate transactions with private property owners, federal/state/local agencies, or other stakeholders to achieve fair market value and protect government interests.
- Preparing or reviewing market studies, fair market value determinations, cost analyses, or appraisal-related documentation for real estate transactions.
- Applying federal real property laws, regulations, and agency policies (e.g., DHS, Coast Guard, or other federal entities) to real estate transactions or property management actions.

Responsibilities:
You will serve as a Realty Specialist and be responsible for providing real property support for several different geographic areas in support of the Coast Guard's real property asset management program. The purpose of this position is to perform technical real estate work in the acquisition, disposal, and overall management of real property owned, leased, or consigned to the Coast Guard and to perform professional work as a realty specialist.

- Managing and administering complex real property leases, including negotiations, renewals, amendments, and enforcement of lease provisions.
- Performing cradle-to-grave acquisition of real property interests (leases, easements, land, rights-of-way), including market studies and site evaluations.
- Conducting complex negotiations with private owners, federal/state/local agencies, and stakeholders to secure real property interests at fair market value.
- Analyzing real estate markets and preparing fair market value determinations, cost analyses, and supporting documentation.
- Executing disposal actions for excess real property, including coordination with GSA and compliance with federal statutes (e.g., McKinney Act).
- Ensuring compliance with DHS, Coast Guard, and federal real property laws, policies, and environmental requirements.
- Serving as agency liaison and subject matter expert for real property matters, including briefings, Congressional inquiries, and interagency coordination.
