POSITION:  Human Resources Technician
Purpose Statement
The job of Human Resources Technician is done for the purpose/s of performing a variety of technical duties of gradually increasing scope and complexity with increasing requirements for initiative and independence related to human resources activities for classified and certificated staff in the areas of recruitment, screening, testing, selection, classification, compensation, processing of substitutes, maintenance of records, and as a resource to employees, applicants and the public regarding personnel functions. This job reports to the Assigned Administrator/Supervisor. Essential Functions ?       Assists in researching, compiling and communication of labor related information for the purpose of ensuring adherence to employment regulations and procedures. ?        Plans, coordinates and Administers pre-employment written tests, including the paraprofessional test, for the purpose of ensuring eligibility for employment. ?       Analyzes and interprets complex rules, regulations, policies, laws, reports and publications relating to personnel administration for the purpose of ensuring compliance with regulatory requirements. ?       Assists with formulating and implementing recruitment plans and works with hiring manager (e.g. callbacks, scheduling interviewing, notification, background investigations, interview participation, arranging for facilities, advertisement, job postings, updating web page with current job openings, etc.) for the purpose of meeting staffing requirements, including substitutes, while complying with established guidelines. ?       Coordinates completion of post hire processes such as orientations, employee records retention and portal management, ?       Attends meetings, workshops and seminars for the purpose of gathering information required to perform functions and presenting information and training to County Office administrators and staff, individually or in small groups. ?       Contacts and assists County Office staff, personnel, employee representatives, employers, applicants, and others as assigned for the purpose of obtaining or imparting information, answering inquiries and explaining procedures and regulations. ?       Inputs, maintains and updates a variety of electronic documents, files and records, including the employee and recruitment databases (e.g. Escape, Questys, Excel, etc.) for the purpose of extracting data for reports and preparing tables, graphs, and narrative presentations. ?       Prepares and submits a variety of reports (e.g. monthly EDD reports, quarterly New/Retired/Exited reports, weekly open position reports, bargaining unit reports, etc.) for the purpose of ensuring accurate information is given to outside agencies and internal employees. ?       Prepares a variety of written and electronic documents (e.g. draft reports regarding establishment of new job classifications, recruitment media, examination announcements and advertisement, eligibility lists, draft test documents, letters, etc.) for the purpose of providing documentation and technical information to County Office administrators and staff. ?       Provides administrative support to a variety of related activities/programs such as employment related grants, summer school activities, employee requirement tracking, recruitment fairs, etc.  for the purpose of ensuring efficient documentation for   employment. ?       Screens applications for the purpose of evaluating education, training, and experience data for determining candidate eligibility. ?       Develops a wide variety of written materials (HR webpages, flyers, employee resources, training materials, orientation processes, etc.) for the purpose of providing accurate information in compliance with established guidelines. ?       Supports the Human Resources department and staff (e.g. posting ads, answering benefit questions, preparing interview and orientation packets, sending response letters to applicants, processing payments and MOUs for advertising, schedules tests/interviews/meetings, etc.) for the purpose of assisting in coordination and planning of departmental and organizational events. ?       Responds to written and verbal inquiries from a variety of internal and external sources (e.g. job descriptions, salary schedules, etc) for the purpose of providing information and/or referring to appropriate personnel. ?       Compiles, calculates and responds to salary and benefit surveys as requested for the purpose of ensuring accurate information is given to outside agencies. ?       Assist in preparation and maintenance of seniority reports for the purpose of providing accurate information in compliance with bargaining unit contracts and established guidelines.   Other Functions ?       Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit. Job Requirements:  Minimum Qualifications Skills, Knowledge and Abilities SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: preparing and maintaining accurate records; planning and managing projects; operating standard office equipment; conducting recruitment and examination activities; and utilizing pertinent software applications. KNOWLEDGE is required to perform basic math including calculations using fractions, percents, and/or ratios, along with algebra and/or geometry; read a variety of manuals and technical information, write documents following prescribed formats, and/or present information to others; and understand complex, multi-step written and oral instructions.  Specific knowledge based competencies required to satisfactorily perform the functions of the job include: provisions of the California Education Code and other federal statutes, codes, laws, regulations pertaining to human resources management and public human resources administration; job analysis and evaluation methodologies; test strategies and statistical applications; statistical and spreadsheet software applications; personnel management principles; and qualitative data gathering techniques. ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating effectively orally and in writing; working effectively as part of a team; resolving disputes and diffusing tension; establishing and maintaining effective working relationships; meeting deadlines and schedules; setting priorities; working with multiple projects, frequent interruptions, and changing work priorities; working with detailed information/data; maintaining accurate records; making presentations; and maintaining confidentiality. Responsibility Responsibilities include: working under limited supervision following standardized practices and/or methods; providing information and/or advising others; operating within a defined budget. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to impact the organization’s services.     Working Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing.  This job is performed in a generally clean and healthy environment. Experience      Job related experience is required. Education        Community college and/or vocational school degree with study in job-related area. Equivalency    Any combination equivalent to: Associate's degree with coursework in human resources management, public administration, business administration or a related field and three (3) years of increasingly responsible technical experience in employee recruitment, selection, position classification, labor relations, or salary administration. The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
