Safe Harbor Residential is seeking a highly organized and detail-oriented Purchasing Manager to lead pre-construction estimating and procurement efforts across residential development projects.
This role will be responsible for ensuring projects are accurately budgeted, competitively bid, well-documented, and strategically procured. The Purchasing Manager will serve as a critical link between pre-construction, project management, field teams, and trade partners to help drive operational efficiency and project success.
The ideal candidate combines strong technical construction knowledge with a methodical, systems-driven approach and a high level of precision in execution.
Key Responsibilities
Pre-Construction & Estimating
- Lead estimating and budgeting efforts during pre-construction planning phases
- Prepare and manage detailed project estimates, scopes, and bid packages
- Review plans, specifications, and construction documents to ensure scope accuracy and completeness
- Identify cost-saving opportunities and value engineering recommendations throughout the estimating process
- Assist in developing and maintaining standardized estimating and purchasing procedures
Procurement & Vendor Management
- Solicit, evaluate, and compare subcontractor and supplier bids
- Negotiate pricing and procurement terms with vendors and trade partners
- Develop and maintain strong relationships with subcontractors, suppliers, and manufacturers
- Ensure materials and scopes are competitively sourced and aligned with project schedules and budgets
- Maintain accurate procurement documentation, contracts, and purchasing records
Operational Coordination
- Collaborate closely with project management, accounting, and field operations teams throughout the project lifecycle
- Track committed costs and support budget-to-actual reporting efforts
- Assist in identifying potential budget overruns, scope gaps, and procurement risks early in the process
- Support continuous improvement initiatives related to purchasing systems, workflows, and reporting
Qualifications
- 3 years of experience in purchasing, estimating, procurement, or construction operations preferred
- Experience within residential, multifamily, or construction development environments strongly preferred
- Strong understanding of construction drawings, scopes, specifications, and procurement sequencing
- Excellent organizational and analytical skills with strong attention to detail
- Advanced proficiency in Microsoft Excel and Microsoft Office Suite
- Ability to manage multiple projects, deadlines, and vendor relationships simultaneously
- Strong communication and negotiation skills
