Job Description:
The Department is seeking an experienced Demand Analyst to serve as a key liaison between business stakeholders and Information Technology teams. This role is responsible for managing the intake, analysis, documentation, and governance of technology proposals from ideation through project approval.
The selected candidate will work closely with business offices, technical teams, and leadership to gather requirements, assess business needs, develop business cases, perform process analysis, and support portfolio governance activities. The analyst will document proposals in ServiceNow, facilitate stakeholder meetings, conduct feasibility and impact assessments, and prepare executive-level materials that support investment and funding decisions.
This position requires strong business analysis expertise, process modeling skills, stakeholder engagement capabilities, and the ability to translate business objectives into actionable technology requirements. The ideal candidate will have experience with business case development, ROI/TCO analysis, process improvement initiatives, and enterprise-level proposal management.
Key Responsibilities:
• Facilitate technology proposal intake and demand management activities.
• Gather and document business requirements, objectives, risks, assumptions, and constraints.
• Conduct business process analysis, gap analysis, and process improvement initiatives.
• Develop business cases including ROI, TCO, cost-benefit analysis, and risk assessments.
• Create process flows, diagrams, and workflow documentation using Visio.
• Manage proposal documentation within ServiceNow or similar portfolio management platforms.
• Collaborate with business units, executives, project teams, and technical staff.
• Analyze proposal feasibility, business impact, and strategic alignment.
• Prepare executive presentations and governance review materials.
• Support project prioritization and portfolio decision-making processes.
• Maintain proposal lifecycle documentation and governance compliance.
• Assist with cybersecurity risk assessment activities when required.
Required Experience:
• 3 years of Business Analysis experience.
• Business process analysis and requirements documentation.
• Executive and stakeholder facilitation.
• Process mapping using Visio.
• ServiceNow demand/proposal intake management (or similar tools).
• Business case development and ROI/TCO analysis.
• SharePoint and Microsoft Teams.
• Microsoft Word, Excel, PowerPoint, and Visio.
• Translating business requirements into technical requirements.
