Job Title: HR Consultant - Employee Relations
Location: Phoenix, AZ (100 percent onsite)
Duration: 6 months potential extension (seasonal role)
Hours: 40 per week
Job Description:
This Government Customer located in Phoenix, AZ is seeking an experienced Employee Relations Business Partner to serve as a subject matter expert supporting employees and managers across a range of HR functions, including engagement, retention, benefits, and workplace relations. This role plays a critical part in fostering a positive work environment, resolving employee concerns, and ensuring compliance with employment laws and organizational policies.
The ideal candidate brings strong experience in employee relations, investigations, HR policy interpretation, and stakeholder engagement within a structured, compliance-driven environment.

Key Responsibilities:
- Assist taxpayers in person with licensing-related inquiries
- Receive, process, and apply payments for all tax types (cash, checks, money orders)
- Perform daily reconciliation and end-of-day till balancing
- Process license applications and updates
- Provide guidance on licensing laws, rules, and procedures
Work Schedule & Environment:
- Monday–Friday, 8:00 AM – 5:00 PM
- Phoenix office location
- 100% onsite (no remote or hybrid option)
Required Skills:
- 2 years of customer service experience
- Data entry experience
- At least a few months of cashiering experience
Preferred Skills:
Employee Relations & Conflict Resolution
- Serve as a trusted advisor to managers and employees on workplace concerns and employee relations matters
- Conduct workplace investigations and resolve employee issues in a timely and professional manner
- Provide coaching and guidance to managers on performance management and employee engagement
- Document employee relations cases, including detailed summaries, findings, and recommendations
- Ensure compliance with federal, state, and local employment laws (FLSA, FMLA, ADA, HIPAA)
Project & Program Support
- Lead or support cross-functional HR initiatives and projects
- Develop and maintain project plans, documentation, and reporting metrics
- Track project milestones, risks, and deliverables
- Facilitate meetings and provide updates to stakeholders
Policy Interpretation & Administration
- Interpret and apply HR policies consistently and fairly
- Assist in drafting, reviewing, and implementing HR policies and procedures
- Provide guidance on policy-related inquiries from employees and management
- Maintain awareness of precedent and ensure equitable application of policies
Data Management & Reporting
- Collect, manage, and analyze HR data to support decision-making
- Prepare reports, dashboards, and metrics related to employee relations and HR operations
- Ensure accuracy and confidentiality of employee data and documentation
Required Qualifications
- Minimum 4 years of experience in Human Resources, with a strong focus on employee relations
- Proven experience conducting employee relations investigations and conflict resolution
- Strong knowledge of employment laws and regulations (FLSA, FMLA, ADA, HIPAA)
- Experience supporting HR processes in a structured or regulated environment
- Proficiency with Google Suite and general HR systems/tools
- Excellent communication, documentation, and stakeholder management skills
