Responsibilities

The Manager, Payroll Operations manages the College's in-house time and pay services to ensure accurate time reporting and payroll for faculty and staff. Prepares and calculates monthly full-time payrolls. Partners with Human Resources, Finance, and Accounting Departments with payroll-related issues and information. Supervises staff.

Essential Functions

  • Coordinates the preparation and processing of the full-time, part-time, adjunct, and student payrolls in compliance with college policies and procedures and federal and state requirements.
  • Assists with resolution of payroll discrepancies.
  • Maintains records and serves as primary contact person for college employees, supervisors, and other staff concerning salary, taxes, benefits, voluntary and involuntary deductions.
  • Reconciles each payroll and submits the federal tax deposit payments and validates and initiates insurance and retirement benefit premium payments.
  • Reconciles monthly payroll liability and accounts receivable accounts to ensure accurate subsystem integration.
  • Provides functional assistance and user information to payroll staff and department timekeepers for the Time and Labor and Payroll Modules in PeopleSoft.
  • Supervises payroll staff including mentoring, coaching, scheduling work, training, development, and performance evaluation.
  • Prepares, updates, communicates, and trains staff on payroll user procedure guides and documents business processes.
  • Assists with system testing and issue resolution for Time and Labor and Payroll modules and interfaces to the financial system.
  • Assists with 941 Quarterly Tax Returns, W-2 year-end reporting, and State Quarterly Re-employments.
  • Prepares and finalizes fiscal year-end closeout, payroll-related reports, and reconciliations in coordination with finance team.
  • Oversees and may conduct time and labor training for college staff.
  • Performs other duties as may be required or assigned.


Required Qualifications

  • Bachelor's degree in accounting, finance, or related field from a regionally or nationally accredited institution.
  • Three years of experience in processing and maintaining HCM/Payroll systems, preferably in an educational or governmental environment.
  • Two years of supervisory or lead experience.


Desired Qualfications

  • Progressively responsible professional experience in a college or governmental payroll environment.
  • Experience using Oracle PeopleSoft HCM System modules


Knowledge, Skills & Abilities

  • Extensive knowledge of applicable federal, state, and local laws/rules, including Fair Labor Standards Act (FLSA) pertaining to payroll.
  • Knowledge of accounting principles and practices related to payroll.
  • Excellent verbal, written, presentation and interpersonal communication skills.
  • Excellent Microsoft Office 365 skills (Outlook, Word, Excel, PowerPoint) and ability to become proficient in videoconferencing applications, including Teams/Zoom.
  • Knowledge or an ability to interpret College policies and procedures.
  • Ability to supervise and motivate others to achieve objectives.
  • Strong analytical, process orientation, and critical thinking skills and attention to detail, including the ability to deal with ambiguity, and resolve complex problems.
  • Ability to effectively plan work activities, schedules, priorities, utilization of resources, and manage projects.
  • Ability to meet deadlines and work in a fast-paced multi-priority environment.
  • Ability to treat confidential information with sensitivity.
  • Ability to maintain complex records, assemble and organize data, and produce reports.
  • Ability to exhibit a professional, courteous demeanor and interact effectively with faculty and staff.

WORK ENVIRONMENT And SPECIAL CONSIDERATIONS

  • May travel to other campuses and county destinations.

Conditions of Employment

Finalists and individuals recommended for employment at Seminole State College must reside in the State of Floridaat the time of hire and may be subject to background investigations and fingerprinting in compliance with Florida Statute 1001.64; and Seminole State College Policy 1.020; 2.020. Criminal background checks and fingerprinting will be conducted for all new employees, and for rehired employees who have had a break in service for one year or more. The Office of Human Resources will determine which background checks shall be conducted for each position, based upon its review of job descriptions and the responsibilities of the position.
