SEHLKE POSITION TITLE: Senior Consultant/SME II
LOCATION: Arlington VA
JOB DESCRIPTION: Sehlke Consulting is looking for someone to support the real property internal audit efforts, and to assist in accurately recording 100% of Real Property assets. The team member will provide administrative support for real property actions to include: inventory building customers, assist with inventory actions, validate real property Key Supporting Documents (KSD), review DD Form 1354s Transfer and Acceptance of DoD Real Property for completeness. Deliverables will include site visit reports and filling out and verifying a detailed excel worksheet to validate real property data requirements. The team member will travel at least 50% of the time to different sites around the continental US to various Army National Guard installations in an effort to accurately record real property data.
Duties and expectations include, but are not limited to the following:
- Serve as an expert on policies, regulations and laws governing Real Property.
- Update property records to achieve Financial Improvement Audit Readiness (FIAR) goals.
- Perform physical inventory requirements and inspect necessary components including verifying equipment, facility occupants, correct category codes, review facility folder, annotate floor plan changes, and space allocations
- Monitor updates for land, building, structure, utility and relocatable property records to reflect additions, deletions, and changes.
- Track and/or assist in preparation of real estate documentation for initiation or renewal to include appropriate endorsements and funding identification.
- Monitor execution of Asset Evaluations and ensure Financial Management Regulation (FMR) requirements are met.
- Ability to perform without the guidance of leadership

EDUCATION REQUIREMENTS:
Mandatory: Master’s Degree
Waiverable/Substitutable: Bachelors with 10 years federal experience

EXPERIENCE REQUIREMENTS:
- Real Property Internal Controls testing experience
- Detailed knowledge of SFFAS 50 & SFFAS 6
- Real Property valuation experience
- Knowledge of the DD Form 1354 Transfer and Acceptance capitalization process, training tradesman, technicians, civilian workers and assisting them to walk through and prepare DD Form 1354s, assist RPAOs with review, validation, transfer, acceptance of new or improved real property assets.
- Initiate and complete real property instrument in-grants and out-grants, prepare real property appraisals, economic analysis (business case analysis), military land acquisition moratorium waivers (MLAW), work with in-grant and out-grant proponents, US Army Corps of Engineers (USACE), AFCEC/CIT, AFIMSC/RMC Financial Management Center of Expertise and GSA.
- Have the ability to travel on short notice for at least 50% of the time
SYSTEM SPECIFIC EXPERIENCE REQUIREMENTS:
- Proficiency with Microsoft Office Suite
- The willingness to develop proficiency with accounting standards related to real property

- AND 2 years of federal accounting experience
