JOB DESCRIPTION: The Senior Financial Analyst position will be supporting HQ, U.S. Marine Corps Forces, Reserve (MARFORRES) with financial management, consulting, advising, audit support, and systems integration, delivering real-time SIS decision support that aids leaders at all levels of command. SIS services include outlining processes, drafting policies, providing audit, advisory, and assistance services, business process improvement, systems integration, and assisting in financial reporting. This encompasses isolating and defining unknown conditions, resolving critical problems, and developing new theories concerning financial, logistics, budget, accounting, internal controls, and information technology processes, supporting the establishment and maintenance of an effective Managers Internal Control Program (MICP), implementing legal and regulatory controls over approved budgets and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities, and services that directly support the SABRS to Defense Agencies Initiative (DAI) business system migration, training, and sustainment. Duties and expectations include, but are not limited to the following:
- Extensive knowledge of SABRS/SMARTS reports and tools to analyze past financial transactions and uncover anomalies that occur during the transition to Defense Agencies Initiative (DAI), which will serve as the official accounting system for the Marine Corps. Knowledge of DAI is a plus.
- Responsible for timely submission/certification of Dormant Accounts Review – Quarterly (DAR-Q) records and assisting using unit testers with proper validation.
- Knowledge of SPARTA/ARC Tool and audit KSDs to prepare and submit completed audit packages within established timeframes.
- Develop Corrective Action Plans (CAPs) within the Manager’s Internal Control Program (MICP) after evaluation of audit submissions and other business process areas and risk assessments.
- Determine trends and process improvements through analysis of Key Supply and Financial Performance indicators.
- Provide training to using units on accounting and logistics systems and interface utilization and procedures necessary to ensure accurate and timely financial information for decision-making and funds control to meet and achieve audit readiness.
- Work as part of a team comprised of Active-Duty, Civil Service, and contractors to offer the client customized solutions.
CLEARANCE REQUIREMENTS: Secret or ability to achieve
EDUCATION REQUIREMENTS: Bachelor’s Degree preferred not required
CERTIFICATION REQUIREMENTS: CDFM / CGFM / DoD FM preferred not required
EXPERIENCE REQUIREMENTS: 7-10 years of experience at a using unit in logistics and financial management. General working knowledge of the following systems and associated reports: OBIEE, GCSS-MC, SYNCADA, DTS, G-Invoicing, PIEE/WAWF, MICRR, TLCM-OST, WebVLips, CEDMS, LDG, STORES, EEBP, and DMLSS.
ADDITIONAL REQUIREMENTS:
- Travel required at least two weeks per year.
- Must be able to lift 50 pounds.
- Ability to effectively communicate orally and in writing.
- Ability to multi-task and employ problem-solving skills.
