Position Summary
The Quality Assurance (QA) Manager is responsible for overseeing and ensuring the quality, compliance, and effectiveness of weatherization services. This role ensures all work meets federal, state, and program standards, including health and safety, energy efficiency, and client service requirements.
Key Responsibilities
- Oversee quality assurance activities for weatherization projects, including inspections, audits, and performance reviews
- Conduct field inspections of completed and in-progress weatherization work to ensure compliance
- Identify deficiencies, document findings, and ensure timely corrective actions
- Develop, implement, and maintain QA policies, procedures, and inspection protocols
- Train and support staff, contractors, and crews on quality standards, best practices, and compliance requirements
- Review technical documentation, work orders, invoices, and inspection reports for accuracy and completeness
- Monitor contractor performance and recommend improvements or corrective measures as needed
- Track and report QA metrics, trends, and outcomes to program leadership and funding agencies
- Support state, federal, and internal monitoring visits and audits
- Ensure adherence to health and safety standards, including lead-safe work practices and OSHA requirements
- Collaborate with program management to improve service delivery and energy savings outcomes
Required Qualifications
- Bachelor’s degree in construction management, engineering, energy management, or a related field (or equivalent experience)
- Minimum of 3–5 years of experience in weatherization, energy efficiency, construction quality control, or program monitoring
- Strong knowledge of DOE Weatherization Assistance Program standards and guidelines
- Familiarity with New Jersey BPU requirements and state-level weatherization policies
- Experience conducting inspections and technical assessments
- Strong attention to detail and analytical skills
- Excellent written and verbal communication skills
- Ability to work independently and manage multiple priorities
Preferred Qualifications
- Relevant certifications (e.g., BPI Building Analyst, BPI Quality Control Inspector, RESNET, or similar)
- Experience working with low-income assistance programs
- Supervisory or management experience
- Proficiency with data tracking systems and reporting tools
Working Conditions
- Combination of office and field work
- Regular travel throughout New Jersey required
- Ability to access job sites, including attics, basements, and rooftops
