Position Overview
SAG is seeking a Program Manager to lead and execute operations for a federal personnel vetting contract supporting the Defense Counterintelligence and Security Agency (DCSA).
This role requires a hands-on leader who can oversee multi-site operations, manage large teams, control scheduling and workload distribution, and ensure full compliance with federal requirements.
This individual will be responsible for full operational oversight of both Boyers, PA and St. Louis, MO, while serving on-site in Boyers, PA.
Program Leadership & Contract Compliance
- Oversee daily operations and execution of contract deliverables across both locations
- Ensure full compliance with contract terms and applicable federal regulations, including NISPOM (32 CFR § 117)
- Serve as the primary liaison between the company and Government stakeholders (COR/KO)
- Ensure timely reporting, documentation, and resolution of contract-related matters
- Maintain alignment with Government objectives, timelines, and performance standards
Team, Scheduling & Operations Management
- Lead, mentor, and manage a large, multi-site workforce
- Oversee supervisors and site leads across both locations
- Develop and manage employee schedules, shift coverage, and workload distribution
- Ensure adequate staffing to meet fluctuating case volumes and mission demands
- Monitor productivity, throughput, and operational tempo
- Implement best practices for workforce planning, capacity management, and operational efficiency
- Develop and enforce Policies and Procedures (P&P) for standardization and compliance
- Coordinate with Government stakeholders to adapt to evolving requirements
Case Processing & Mission Execution
- Oversee personnel vetting functions including:
- Application intake
- Case processing
- Case maintenance
- Post-closing activities
- Ensure all work is completed accurately, timely, and in compliance with federal standards
IT & Systems Oversight
- Maintain coordination with IT and security teams supporting operations
- Ensure proper use and security of Government systems, including VDI environments
- Support system transitions, workflow tools, and process improvements
- Ensure compliance with cybersecurity, PII, and CUI requirements
Quality Control, Risk & Compliance
- Ensure high-quality service delivery and adherence to Government-mandated timelines
- Address deficiencies and performance issues within required timeframes
- Ensure compliance with Federal Investigative Standards (FIS), Trusted Workforce 2.0, and applicable policies
- Oversee quality control processes and corrective actions
- Identify risks and implement mitigation strategies
Performance Management & Continuous Improvement
- Track performance metrics, deadlines, and service levels
- Identify operational gaps and implement improvements
- Ensure timely resolution of performance issues
- Optimize workflows across case processing, investigations, and records management
Minimum Qualifications
- Bachelor’s Degree required (Computer Science, IT, Cybersecurity, Business, or related field)
- Minimum 5 years of experience managing federal programs of similar size, scope, and complexity
- Experience managing multi-site operations and large teams (200 personnel preferred)
- Experience in personnel security, background investigations, or case processing operations
- Demonstrated experience with workforce scheduling, staffing models, and workload balancing
- Strong understanding of federal security policies, investigative processes, and case management procedures
- Strong understanding of IT systems, cybersecurity, and secure data environments
- Active Tier 5 ( Top Secret) clearance required at time of application
- Ability to work on-site in Boyers, PA
Preferred Qualifications
- Prior experience supporting DCSA, NBIS, or personnel vetting programs
- Top Secret clearance already in place
- PMP or Lean Six Sigma certification
- Experience managing high-volume, mission-critical operations (400 personnel preferred)

- Selected candidates will be required to sign a Letter of Commitment

Pay: $150,000.00 - $190,000.00 per year
