Description


JOB DESCRIPTION

This position serves as the Director of Human Resources and is responsible for overseeing all aspects of the human resources function within the Office of the Secretary of State. This includes developing and implementing HR strategies and initiatives aligned with the Agency’s strategic plan, managing talent acquisition, employee relations, performance management, training and development, compensation and benefits, and compliance with labor laws.


EXAMPLES OF WORK PERFORMED

  • Develops and executes human resource strategies aligned with Agency goals and objectives.
  • Leads workforce planning and talent acquisition to attract top talent.
  • Oversees and directs human resources programs such as employment, classification, payroll, benefits, workers’ compensation, contingency workforce, security and parking.
  • Counsels staff on issues, rules, and regulations relating to human resource policies and procedures.
  • Oversees employee relations, conflict resolution, and investigations.
  • Oversees automated systems and records, reporting procedures, and outcomes.
  • Designs and implements performance management processes and systems.
  • Ensures legal compliance with federal, state, and local employment laws and regulations.
  • Plans, develops, reviews, revises, administers, and evaluates policies and procedures, correspondence, directives, and publications.
  • Oversees training and development programs to enhance employee skills and leadership capabilities.
  • Serves as a key advisor to leadership on organizational development and change management.
  • Monitors human resource related metrics and analytics to inform decision-making.
  • Leads and mentors the divisional team to ensure high performance and professional development.
  • Performs related work as assigned.


GENERAL QUALIFICATION GUIDELINES


Experience and Education


Required

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum of 8–10 years of progressive HR experience, with at least 5 years in a leadership role.
  • Minimum 5 years of public service with the state of Texas.
  • In-depth knowledge of labor laws and HR best practices.
  • Strong leadership, interpersonal, and communication skills.
  • Proven ability to develop and implement effective HR strategies and initiatives.
  • Experience in change management and organizational development.
  • Experience in the Centralized Accounting Payroll Personnel System (CAPPS) and other state automated databases, applicant tracking systems, and online systems.


Preferred

  • Master’s degree in Human Resources, Business Administration, or related field.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.


Knowledge, Skills, and Abilities

  • Knowledge of principles and practices of HR management, compensation, classification, employee relations, payroll, benefits, leave management, workers’ compensation, and organizational development.
  • Knowledge of Federal, State, and Local laws, statutes, and regulations governing personnel activities.
  • Knowledge of the legislative process, including analysis and interpretation of legislation.
  • Knowledge of training and development programs, and health and wellness programs.
  • Skill in long-range and short-range planning.
  • Skill in conducting interviews, using computers, and human resources related software applications.
  • Skill in providing excellent customer service.
  • Skill in organization.
  • Ability to establish program goals and objectives that support the strategic plan.
  • Ability to maintain effective working relationships within and outside the Agency.
  • Ability to identify issues, evaluate alternatives, and implement solutions.
  • Ability to maintain confidential and sensitive information.
  • Ability to develop and evaluate policies and procedures.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to plan, assign, and supervise the work of others.
