Description of Work Knowledge Skills and Abilities/Management Preferences Anticipated Vacancy This position is subject to the North Carolina Human Resources Act (NCGS Chapter 126). The recruiting range for this position is $ 66,016 - $100,000. This position reports to the CFO. The Department of the Secretary of State (SOSNC) is looking for a Budget Manager I to manage and carry out the entirety of the budgetary processes and some financial processes of the Department. As part of our team, you will get to: Together with the CFO, prepare continuation and expansion budget requests, including requests for repair and renovation funding. Perform annual certification and monitoring of the budget, and all monthly, quarterly, and annual closeout activities. Together with the CFO, prepare all legislative requests for financial and budgetary information. Maintain working relationships with colleagues, customers, administrators, vendors, and other outside entities affected by the business operations, such as the Department of State Budget and Management (OSBM), the General Assembly’s Fiscal Research Division (FRD), the Department of the State Controller (OSC) and other oversight agencies. Prepare various required periodic budget reports for management and other divisions. Provide expertise in administering practices, policies, regulations, and laws related to budget development and execution. Develop and direct budgetary processes such as policy interpretations, development and dissemination of procedures, data accumulation, economic forecasting, budgetary request preparation and analysis, estimate revisions, final budgetary consolidation, internal and external presentations, implementation and monitoring, and financial and statistical reporting. Analyze budget and expenditures and make recommendations to the Chief Financial Officer Prepare drawdowns of grant funds and prepare and submit grant reporting, ensuring all federal yellow book regulations are followed and all funds are properly recorded and reimbursed in accordance with all applicable federal and state laws, policy, and rules. Together with the CFO, develop, implement, and monitor compliance with grant monitoring plans Participate in the preparation of the Department’s ACFR and other financial statements. Knowledge, Skills, and Abilities / Management Preferences: Do you have what it takes? Financial Expertise: Understanding of accounting, budgeting, auditing, and financial management principles, including an understanding of governmental fund accounting and related state and federal regulations. Strategic Leadership: Ability to design and manage complex financial systems, oversee multiple funding sources, and guide fiscal planning and performance. Analytical Insight: Skilled in interpreting financial data and applying regulatory and policy knowledge to ensure accuracy, compliance, and sound decision-making. Team Collaboration: Experienced in collaborating with others, such as accounting and budget staff, fostering collaboration, and assisting in the development of organizational goals, mission, and vision. Operational Excellence: Strong communicator with experience using state systems such as NCFS, IBIS, Core Banking, IHRPS, and eProcurement, and a track record of building effective working relationships across all levels. Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two of which must have been supervisory in nature; or equivalent combination of education and experience.
