Job Summary
We are seeking a dynamic and detail-oriented CSFP (Commodity Supplemental Food Program) Manager to provide regional operational management of our food assistance initiatives. A USDA program administered by the Louisiana Department of Health to serve low-income seniors, CSFP is operated by Second Harvest in partnership with Feeding Louisiana and hundreds of community partners. This role is vital in ensuring the efficient management of food distribution processes, compliance with federal and state regulations, and continuous improvement of program operation

SUPERVISORY LEADERSHIP

Responsibilities

Team Supervision and Development

  • Directly supervise CSFP Coordinators in the assigned region; provide coaching, feedback, and professional development support through regular one-on-ones and formal performance evaluations.
  • Assign and equitably balance site portfolios across Coordinators, accounting for site type, caseload, geography, and scheduling.
  • Monitor team capacity and step in to directly assist with site-level tasks — including distributions, data entry, participant outreach, and application processing — when workload demands it.

Regional Distribution Calendar and Operations

  • Build and publish the regional distribution calendar each month, coordinating with Operations on truck and driver availability, accounting for holidays, and ensuring timely completion.
  • Ensure the distribution schedule is balanced to meet the capacity of our Impact and Operations team members.
  • Review site lists and consolidate redundant sites, when needed.
  • Manage monthly DoorDash delivery logistics, including setting schedules, coordinating box orders with the warehouse, and ensuring deliveries stay within budget.
  • Manage weather-related distribution reschedules, including coordinating with Operations and ensuring timely participant notifications.
  • Complete tentative distribution schedules at least three months in advance for Coordinator use in communicating upcoming dates to participants.

Box Allocation and Inventory Oversight

  • Finalize monthly box delivery quantities for all regional sites based on active participant counts, ensuring allocations align with each site's capacity.
  • Collaborate with CSFP Director to release seniors from waitlist.
  • Monitor return rates across sites and make adjustments to box counts or site allocations to minimize waste and maximize utilization.

Partner Compliance Decisions

  • Review partner noncompliance escalations from Coordinators and determine whether additional remediation time or discontinuation is warranted.
  • Issue written discontinuation notices to sites as needed and notify the CSFP Director immediately when site discontinuation decisions are made.

Team Communications and Workflow

  • Manage the CSFP shared inbox for the region, routing incoming messages and interest forms to appropriate staff and ensuring response timelines are met.
  • Approve outgoing communications requiring Manager authorization, including mass text messages. Collaborate with CSFP Director for all robocall requests.
  • Coordinate volunteer support requests for STAY distributions by aggregating Coordinator needs and submitting to Volunteer Services each month.

Records and Documentation

  • Establish and maintain physical record storage areas in the regional office, ensuring partner site files are organized and retained in compliance with CSFP requirements.

Other

  • Stand ready to assist with Disaster Response as assigned in the event of a disaster.
  • Adhere to Second Harvest's Mission, Values Statements, and Code of Conduct.
  • Maintain a professional, positive, and courteous demeanor.
  • Perform other duties as assigned to meet company needs.

QUALIFICATIONS

Education

Bachelor's degree or equivalent combination of education and related experience.

Experience, Skills, and Capabilities

The ideal candidate will possess many of these professional and personal abilities and attributes:

  • Passion for the mission of Second Harvest Food Bank.
  • Demonstrated knowledge, understanding, familiarity, and sensitivity to poverty and hunger issues and an interest in health equity, community food systems, and community organizing.
  • Minimum of three years of experience in program coordination, social services, community outreach, or a related field.
  • Demonstrated supervisory experience with the ability to manage, motivate, and develop staff.
  • Strong organizational and decision-making skills with the ability to manage competing regional priorities and meet recurring deadlines.
  • Strong written, oral, and interpersonal communication skills, including the ability to maintain productive relationships with Operations, Volunteer Services, and community partners.
  • Experience with data management systems; familiarity with PantrySoft or similar platforms is a plus.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, Teams) and standard office equipment.
  • Valid driver's license, reliable transportation, and current auto insurance required.

Preferred Qualifications

  • Bachelor's degree in Social Work, Public Administration, Nonprofit Management, or a related field.

Allowable Substitutions

A combination of education, experience, and/or training that provides the required knowledge and skills for the position may be considered in lieu of education and/or experience at the company's discretion.

Pay: Up to $60,000.00 per year
