Position Overview
Seasons Adult Foster Care seeks an experienced HR Manager to lead all human resources functions for our behavioral health organization in north central Minnesota. In this role, you'll build HR systems that enable our staff to provide quality care to adults with persistent chronic mental illness while ensuring compliance, managing employee relations, and supporting organizational effectiveness.
This role supervises two staff who manage scheduling and timekeeping operations, and requires someone who can balance operational excellence with strategic thinking. This position works closely with the Executive Director, CEO, and leadership team to support organizational goals and ensure Seasons remains an employer of choice in the behavioral health field.

Essential Functions
- Team Leadership - Supervise two staff who manage scheduling operations and timekeeping, ensuring accurate staffing and payroll preparation across all program locations.
- Talent Acquisition & Onboarding - Lead full-cycle recruitment from job posting through hire, managing applicant tracking, conducting interviews, and coordinating comprehensive onboarding processes including I-9 verification and new hire orientation.
- HRIS & Data Management - Optimize HRIS systems for efficiency, maintain data integrity, generate HR metrics and analytics for leadership decision-making, and coordinate payroll-related functions with Finance.
- Benefits Strategy & Administration - Own all benefit programs including health insurance, retirement plan management, leave administration (FMLA, PTO, ESST), COBRA, and open enrollment. Manage vendor relationships and ensure compliance with ACA and ERISA requirements.
- Employee Relations & Performance Management - Handle complex employee situations including conflicts, investigations, disciplinary actions, and terminations. Coordinate annual performance review cycles and coach managers on performance management best practices.
- Compensation & Organizational Development - Develop and maintain compensation structures including DSP career progression levels, conduct market analysis, create and update job descriptions, and coordinate training and development programs.
- HR Compliance & Risk Management - Ensure compliance with federal and state employment laws, Minnesota DHS Rule 245D, workplace safety regulations, and required postings. Manage workers' compensation claims, return-to-work programs, and unemployment hearings.
Education & Experience
- Bachelor's degree in Human Resources, Business Administration, or related field required (additional HR experience may be considered in lieu of education)
- HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR) preferred
- Minimum 3 years of progressive HR experience required
- Experience with employee relations, investigations, and conflict resolution required
- Minimum 1 year of supervisory experience preferred
- Experience in healthcare, behavioral health, or human services settings preferred
- Demonstrated experience with recruitment and onboarding preferred
- Experience with benefits administration including health insurance, retirement plans, leave management, and workers' compensation
- Comprehensive knowledge of federal and state employment laws including FMLA, ADA, Title VII, FLSA, wage and hour regulations, and Minnesota employment law including ESST and PFML
- Strong understanding of HR principles, best practices, and processes
- Knowledge of benefits compliance requirements including ACA, COBRA, and ERISA
- Understanding of Minnesota DHS Rule 245D and healthcare compliance preferred
- Knowledge of compensation structures and job classification methodologies preferred
- Experience with HRIS and ATS software preferred (Paycor experience preferred)
- Strong proficiency with Google Workspace (Sheets, Docs, Slides, Gmail, Drive)
- Ability to generate reports, analyze HR metrics, and present data to leadership
- Comfortable learning new systems and technology
- Strong communication skills with ability to build trust and credibility across all organizational levels

Salary : $72,500 - $92,500
