Health, Safety, Security, and Environmental Supervisor (HSSE)– Dry Bulk Handling

Terminal

Position Summary

The Safety Supervisor is responsible for promoting, implementing, and monitoring health,

safety, environmental, and regulatory compliance programs across terminal operations. This role

supports the safe handling, storage, and transfer of dry bulk commodities while ensuring

compliance with company policies, industry standards, and applicable regulations. The Safety

Supervisor works closely with terminal management, operations personnel, contractors, and

customers to maintain a strong safety culture and minimize operational risks.

Key Responsibilities

Safety Leadership & Compliance

  • Enforce company Health, Safety, Security and Environmental (HSSE) policies and

procedures.

  • Monitor compliance with federal, state, local, and terminal-specific safety regulations.
  • Conduct routine inspections of terminal facilities, equipment, conveyors, transfer points,

storage areas, and work practices.

  • Lead and participate in safety audits, risk assessments, and hazard identification

programs.

  • Maintain compliance with applicable occupational safety regulations and industry

standards.

  • Combustible dust management and explosion prevention
  • Marine vessel loading/unloading safety
  • Railcar and truck loading operations
  • Contractor management during maintenance outages
  • Industrial hygiene monitoring (dust, noise, respiratory hazards)
  • Emergency response coordination with Management, port authorities and local agencies

Incident Prevention & Investigation

  • Investigate accidents, incidents, property damage, near misses, and environmental events.
  • Identify root causes and develop corrective and preventive actions.
  • Track incident trends and provide recommendations for continuous improvement.
  • Maintain accurate records of incidents, corrective actions, and safety metrics.

Training & Safety Programs

  • Conduct new employee safety orientation and contractor onboarding.
  • Develop and deliver safety training programs including but not limited to:

o Lockout/Tagout (LOTO)

o Confined Space Entry

o Working at Heights

o Mobile Equipment Safety

o Respiratory Protection

o Hazard Communication

o Emergency Response Procedures

o Fire Prevention and Protection

  • Facilitate regular safety meetings and toolbox talks. Conduct safety talks with Operation/ Crafts

department, conduct monthly safety talks with all departmental divisions, Review and approve all safety

operation procedures, Conduct written safety audits, and Approve all new safety equipment

  • MSHA 24 training
  • MSHA 8-hour refresher

Operational Safety Oversight

  • Support safe dry bulk cargo handling operations involving conveyors, bucket elevators,

Stacker reclaimer systems, Barge loaders/unloaders, railcar loading/unloading, truck

loading/unloading, and storage facilities.

  • Review and approval permit for high-risk work activities.
  • Monitor contractor activities to ensure compliance with terminal safety requirements.
  • Conduct job hazard analyses (JHAs) and pre-task risk assessments.

Emergency Preparedness

  • Coordinate emergency response planning and drills.
  • Serve as a member of the terminal emergency response team.
  • Ensure emergency equipment inspections and readiness.
  • Liaise with local emergency services and regulatory agencies when required.

Environmental & Housekeeping

  • Monitor dust control and housekeeping programs to reduce fire, explosion, and health

hazards.

  • Support environmental compliance initiatives.
  • Ensure proper management of spills, waste, and environmental reporting requirements.

Reporting & Documentation

  • Maintain safety records, permits, training documentation, and inspection reports.
  • Prepare weekly and monthly safety performance reports.
  • Track safety KPIs include:

o Total Recordable Incident Rate (TRIR)

o Near Miss Reporting

o Training Completion Rates

o Audit Findings

o Corrective Action Closure Rates

Required Qualifications

  • High school diploma or equivalent required.
  • Associate's or Bachelor's degree in Occupational Safety, Environmental Science,

Industrial Technology, or related field preferred.

  • Minimum 3–5 years of safety experience in a bulk material handling, marine terminal,

industrial, mining, manufacturing, grain, cement, aggregates, or similar heavy industrial

environment.

  • Working knowledge of MSHA and OSHA regulations and industrial safety practices.
  • Experience conducting incident investigations and root cause analyses.
  • Proficiency in Microsoft Office applications.

Preferred Qualifications

  • OSHA 30-Hour Certification.
  • MSHA certification
  • Certified Safety Professional (CSP), Associate Safety Professional (ASP), Occupational

Health and Safety Technologist (OHST), or equivalent certification.

  • Experience in maritime, port, terminal, rail, or dry bulk cargo operations.
  • First Aid/CPR/AED certification.

Knowledge, Skills, and Abilities

  • Strong understanding of dry bulk handling hazards, including:

o Dust explosions

o Conveyor and rotating equipment hazards

o Mobile equipment operations

o Fall protection

o Confined spaces

o Material engulfment hazards

  • Excellent communication and training skills.
  • Strong leadership and conflict-resolution abilities.
  • Ability to identify unsafe conditions and implement corrective actions.
  • Strong organizational and documentation skills.

Physical Requirements

  • Ability to work outdoors in varied weather conditions.
  • Ability to climb ladders, catwalks, conveyors, and elevated structures.
  • Ability to walk long distances throughout terminal facilities.
  • Ability to wear required personal protective equipment (PPE).
  • Ability to occasionally lift up to 50 pounds.

Work Environment

  • Industrial marine and dry bulk terminal environment.
  • Exposure to dust, noise, vibration, heavy equipment, rail operations, truck traffic, and

vessel loading/unloading activities.

  • May require occasional overtime, weekends, holidays, and emergency response

availability.

Reporting Structure

Reports To: Chief Operating Officer / Terminal Managers

Pay: $85,000.00 - $105,000.00 per year
