GENERAL PURPOSE
Under the direct supervision of the Juvenile Justice Center Director or designee and the Medical Director, provides supervision and administration of healthcare activities requiring considerable responsibility and sound, independent judgment. In addition, the incumbent is responsible for performing all essential functions, and possessing the requisite knowledge, skill, abilities and minimum requirements of subordinate nursing staff.

Direct and manage Juvenile Justice Center (JJC) nurses in the provision of professional nursing care

ESSENTIAL FUNCTIONS
Plan, direct, coordinate, control, evaluate, and administer all aspects of the delivery of patient care, ensuring quality therapeutic patient care within operational and budgetary parameters.
Supervise, direct, and oversee nursing staff; conduct performance evaluations; and assist in hiring, disciplining, and/or terminating in compliance with applicable federal and state laws and regulations, collective bargaining agreements, Civil Service Rules and Regulations, as well as any other applicable County policies.
Maintain harmony among workers and resolve issues and disputes.
Maintain confidentiality of juvenile's information and documentation necessary to comply with the Health Insurance Portability and Accountability Act (HIPAA) regulations.
Ensure all nurses maintain current licensure requirements.
Establish and maintain effective working relationships with coworkers, supervisors, health care providers, Officials, Law Enforcement, other governmental agencies, and detainees as well as their family members.
Adhere to all Juvenile Justice Center (JJC) Standard Operating Procedures (SOPs), policies, and directives.
Monitor admission assessments and nursing care plans and treatments to ensure that these are initiated, utilized, and updated.
Facilitate communication between juvenile parent/guardians, Medical Unit, JJC staff, juvenile justice professionals, etc.
Assist physicians in performing physical exams, and ensure Medical director's orders are carried out.
Plan nursing care by identification of juvenile patient needs based upon assessments.
Participate in daily sick call and daily planning of conferences with unit Juvenile Service Officers.
Institute and maintain a Quality Assurance Plan in accordance with Standard Operating Procedures (SOPs).
Assist in the development of Medical Unit policies and standard operating procedures.
Ensure healthcare equipment is in working order, and ensure training is provided for any new equipment acquired.
Conduct or designate initial and recurring training for Juvenile Services employees including, but not limited to, Medication Aide Certification, Basic First Aid/CPR/AED, communicable contagious diseases, and universal precautions.
Observe, adhere to, and promote all JJC security directives, and actively participate in the security measures of the JJC.
Create a monthly work schedule for medical unit nurses.
Submit monthly medical statistics for Juvenile Justice Center Administration.
Perform duties of Registered Nurse, as needed.
Report to work with regular, predictable, and consistent attendance.
Must be available to work evenings, weekends and/or holidays when needed, and on-call.
Peripheral Duties
Coordinate, schedule and attend unit meetings.
Assist in treatment of Sarpy County personnel, as needed or directed.
Maintain employee health files to include, but not limited to, immunization records, TB testing, flu vaccine, limited duty, and sick leave forms.
Perform other duties as required or assigned.
Special Requirements
Must have and maintain throughout employment a valid Driver's License, own mode of transportation, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.
Must be able to successfully complete the JJC Defensive Tactics Modified Program on an annual basis.
Necessary Knowledge, Skills, and Abilities
Considerable knowledge of nursing principles, practices, and techniques and medical terminology
Working knowledge of, and the ability, to provide care to a diverse population of juveniles
Working knowledge of pharmaceuticals necessary to administer medications appropriately
Knowledge of Supervisory Principles
Considerable skill in planning, organizing, and implementing
Skill in composing clear, concise written documentation
Ability to exercise objective, independent judgment and discretion
Ability to create, oversee, and implement care plans for juveniles with current medical conditions and/or complex psychiatric problems who may be socially maladjusted
Ability to communicate effectively, in English, both verbally and in writing
Ability to work independently and carry out project assignments to their completion
Ability to handle and maintain confidential and sensitive information including, but not limited to, juveniles' medical information/records, department communication/documents, and other similar information
Ability to understand and follow exacting verbal and written direction
Ability to utilize sound judgment in stressful and emergency situations, analyze situations quickly and objectively, and implement quick effective and reasonable courses of action with due regard to the surrounding hazards and circumstances
Ability to operate standard tools and equipment necessary to perform the essential function of a Registered Nurse, as well as computer with MSOffice and specialized software, law enforcement radio, multiline phone, calculator, fax , scanner and copier
MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
Associate's degree* in Nursing from an accredited college or university; Bachelor's Degree preferred.
Four (4) years* experience as a pediatric or school nurse or a nurse in a juvenile or adult correctional facility or psychiatric facility or emergency department.
1 year of supervisory experience preferred.
Must be a Registered Nurse with current nursing license from Nebraska or a compact state recognized by the Nebraska Board of Nursing at the time of hire, and maintain the license in good standing throughout the course of employment.
Must be certified in basic life support/cardiopulmonary resuscitation (CPR), and maintain certification throughout the course of employment.

Work is performed indoors in a secure detention facility. Incumbents in this position may be exposed to infectious/communicable diseases, blood borne pathogens, and potential risk of injury from distraught juveniles. Noise levels are typically moderate but at times could be extreme. Work may be fast-paced when dealing with multiple priorities and/or emergency situations.
Work hours may include holidays, weekends, and irregular duty assignments. Work hours are subject to call twenty-four hours a day, seven days a week in the event of a crisis. During an emergency as declared by the Sheriff, employees' shifts, hours, and duties may be established and leave provisions may be cancelled or restricted.
