Under general supervision, supervises, plans and coordinates road operations, installation, and maintenance functions in assigned area of responsibility, including the oversight, maintenance and new construction of county roads and road crews; ensures all equipment is safe, well maintained and fully operational; works with the public to limit inconveniences, providing traffic controls and ensuring work is being performed safely and in a timely manner; investigates complaints related to road conditions; maintains required logs and records; operates construction and maintenance equipment as needed; and performs manual and road right-of-ways and other related work as required/needed.Education and Experience:
Position reports to the Road Manager and exercises supervision over lower level staff.
- High School Diploma/GED Certification and five years of experience in road maintenance and heavy equipment operations that includes two years of staff supervisory and budgetary experience.
- Valid New Mexico Commercial driver's license (CDL) or the ability to obtain a valid New Mexico Commercial driver's license (CDL) within 30 days of hire.
- Ability to obtain other licenses and certification within a specified period of time after hire.
- Successful completion of pre-employment alcohol and drug testing is required.
- Ability to maintain a valid New Mexico Commercial driver's license (CDL).
- Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides general advice and counsel to staff; develops or assists with developmental work plans for staff; assists with implementation and recommendation of corrective actions, discipline and termination procedures as appropriate/necessary.
- Supervises, plans, and coordinates road operations, installation, and maintenance functions in assigned area of responsibility, including the oversight, maintenance and new construction of county roads and road crews; responds to and prioritizes a variety of emergency and impromptu work; and determines manpower, materials, and equipment needed for each road maintenance and improvement project.
- Ensures all equipment is safe, well maintained and fully operational; works with the public to limit inconveniences, providing traffic controls and ensuring work is being performed safely and in a timely manner; assists and directs crews on project starts; ensures safe guards are in place; notifies utility companies of work being done in the area; monitors and maintains contact with proper utility companies in case of emergency; and keeps the utility spot ticket open until project is final.
- Maintains radio contact with various operators to ensure that instructions and work are being carried out in a timely manner; inspects job sites to make sure schedules are maintained and that problems are addressed in a safe and timely manner; schedules equipment for preventative and other regular service; schedules unexpected repairs as needed; and inspects the work of maintenance personnel to insure adherence to strict quality control standards, and compliance with plans and specifications.
- Monitors and ensures road work is performed with limited inconvenience to residents and others using roadways; during major repairs or construction, ensures residents and travelers are notified of alternative routes available to them; and ensures all signage, detours, flagging and safety procedures are followed.
- Regularly monitors and inspects conditions of county roads, including during inclement weather and reports finding to supervisor; and conducts investigations of complaints related to road conditions and reports findings to supervisor for appropriate action.
- Prepares reports on maintenance activities including such items as staff utilization, materials, equipment usage, and work accomplishments; maintains required logs and records; prepares necessary reports and job logs, and maintains staff time sheets and requests for leave; fills out proper paper work for equipment repairs, accident reports, and other related items and forwards or notifies the proper authorities; and responds to any additional information that may be required.
- May perform various general labor work, as needed, such as installing culverts, cattle guards, repairing pot holes and other construction duties; and may operate construction and maintenance equipment as needed.
- Ensures compliance with oversize load permits for transporting equipment; coordinates with office manager for the renewal of required permits; tests and evaluates materials to be used to determine suitability for road maintenance or construction; and performs manual and road right-of-ways and other related work as required/needed.
