ABOUT SGVCOG

The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5. This position will be responsible for accounting tasks in our finance department. 


THE POSITION

The SGVCOG is seeking to fill one full-time Accounting Technician. The Accounting Technician is responsible for assisting with the preparation, reviewing, and reconciling general ledger accounts; and preparing financial statements and disclosures. This position is responsible for a wide range of accounting activities including helping process grant reimbursement invoices, maintaining accounting records, and producing accurate financial reports. Duties also include processing vendor invoices and managing tax payments. The candidate should be proficient with modern office practices and software, and capable of effective business communication. They must be able to prioritize tasks and maintain effective working relationships. 

ESSENTIAL DUTIES & RESPONSIBILITIES

Duties may include, but are not limited to, the following:


  • Transaction data entry to financial systems; makes accounting system adjustments as needed; ensures financial procedures are followed.
  • Processes invoice payments.
  • Reconcile accounting records; generate reports and review data for accuracy; prepare journal entries; prepare schedules for audits.
  • Prepare grant reimbursement invoices for review; prepare accounts receivable aging reports.
  • Reconciles payroll, vendor accounts, and retirement benefits; verifies correct pay rates and leave time; calculates overtime; inputs withholding exemptions, deductions, and pay rate changes; coordinates payroll activities and information with other departments.
  • Respond to inquiries and requests from outside auditors; provide support documents and analysis reports as requested.
  • Assists the accounting staff as needed.

Knowledge of:

Bookkeeping and basic governmental accounting practices, including internal controls and auditing procedures. Should be able to balance cash and checks with receipt records and understand accounts payable and accounts receivable processes. Knowledge of laws and regulations related to public agency finance and payroll administration is required.

 

Ability to:

Must be able to perform accounting and financial support duties accurately and on time while maintaining detailed financial, statistical, and accounting records. The position requires the ability to enter data accurately, prepare reports and correspondence, and perform mathematical calculations and basic financial analyses. Should be able to review and resolve invoicing and payment issues, make sound recommendations, and apply applicable laws, regulations, and policies related to financial accounting and recordkeeping. Strong communication skills, both written and verbal, are essential, as is the ability to work effectively with vendors, financial institutions, employees, and other stakeholders. The role also requires proficiency with computers, financial systems, business software, and databases, along with the ability to prioritize tasks, exercise good judgment, and maintain positive working relationships.


Education, Training and Experience:

Graduation from high school or GED equivalent, supplemented by college-level coursework in accounting, finance, or a related field.


Four years of accounting experience or an equivalent combination of education, training, and experience. Experience working in a non-profit or public-sector environment is particularly desired.

The candidate must be adaptable, capable of managing multiple priorities, and able to effectively navigate and apply regulations and standards in a public agency setting. PHYSICAL & MENTAL DEMANDS 

While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; perform repetitive movements of hands or wrists. The employee is frequently required to lift 25 pounds unaided. Specific vision abilities required for this job include close vision, distance vision, use of both eyes, depth perception, color vision, and the ability to adjust focus. While performing the duties of this class, the employee uses written and oral communication skills; reads and interprets data, information, and documents; analyzes and solves problems; use math and mathe­matical reasoning; observes and interprets people and situations; learns and applies new information and skills; performs highly detailed work; deals with changing deadlines, constant interrup­tions, and multiple concurrent tasks; and interacts with others encountered in the course of work, including frequent contact with customers and/or the public.
