Student & Family Services Division (SFSD)
SFSD is in the primary service of students and families. Our purpose is to partner with families and students to transform our practices that center anti-racism, partnership and community building to create a safe and supportive school culture & climate.
Position Description
This position is responsible for facilitating the process of supporting system wide knowledge of resources and supports relate to the RISE SF program. The Education Integration Specialist works in partnership with school site Community School Coordinators, Family Liaisons, RISE/UIY Liaisons, and community partners, to provide tools for the school to assess the school community’s needs and assets, in relation to refugee and immigrant populations, and support the creation of a learning environment that focuses on student achievement and wellness. This Education Integration Specialist is a 1.0 FTE funded by California Newcomer Education and Well-Being (CalNEW - CDSS) grant requiring the following program components: connections for basic needs support, family engagement and empowerment, and youth engagement and development.
Essential Duties and Responsibilities
Enrollment Center - Newcomer Station
- Newcomer Intake: Conduct intakes for newcomer students whose initial intake was done at the time of enrollment, contacting parents to RISE SF Services in relation to discuss school site orientation, basic needs- barrier removal, and legal assistance.
- Service Contract Implementation & Oversight (See below in Coordination of Partner Services)
- Referrals to Other SFSD Services:
- Immunization Coordination: Schedule immunization appointments for both newly enrolled and current students with missing immunizations.
- SAFEH Program Referrals: Refer families to the SAFEH program for assistance with basic needs and educational support for those experiencing homelessness.
- Basic Needs Referrals: Provide referrals to non-profit organizations offering services such as housing, hygiene kits, showers, shelters, emergency shelters, clothing, bus tokens, and school supplies.
- School Wellness Program Referrals: Connect families with school wellness programs, including school nurses for medical and immunization checks (clinic and dental referrals), and school social workers for reunification and mental health support, while providing schools with relevant family background information.
- Provide Case Coordination for Newcomer Students and provide handoff to school site staff
Coordination or RISE SF Services with School Sites: Provide support for coordination and integration of RISE SF programming, with a focus on deep and focused community partnerships that promote student stability, and school access.
- Case Consultation: Work with Community School Coordinators, RISE/UIY liaisons, community-based organizations, parents and students to identify barriers to learning, available resources and gaps, and programming that is community responsive.
- Information Dissemination: Support the dissemination of information related to RISE SF services, through partnership with site ELAC’s, and site staff.
- Service Data Management: Collect information on depth and breadth of school-based activities that support Know Your Rights workshops.
- Other Responsibilities As Assigned: Design, develop and coordinate special projects as identified by the RISE SF Coordinator, Director of Community Schools, and SFSD lead teams.
Out of School Time Programming Support
- Summer School Support (Expanded SAILL): Provide assistance at El Camino, SFIHS, and Wallenberg HS during summer school programming.
- Summer Enrollment & Family Support: As a 12-month employee, assisted with mainstreaming services for families enrolling over the summer and addressed urgent family inquiries that couldn't wait until the regular school year.
- Deadline Communication: Provide families with deadlines to ensure timely submission of required information to DHS to maintain their court hearings and updated records.
- Summer RISE-SF Inquiry Response: Respond to RISE-SF inquiries during the summer months.
- Summer Collaboration & Planning: Collaborated with staff and non-profit organizations to develop plans in response to changing systems or legislative changes during the summer.
Coordination of RISE SF Community Partner Services:
- Needs Assessment: Conduct ongoing review for referral needs during student intake to determine needs for future service contracts and partnerships.
- Partner Identification/Management: Identify strategic new partnerships with the surrounding community based on changing needs of the population. Evaluate and revise RISE SF support systems and build capacity of CBO partner staff to onboard staff to procedures, support fidelity of systems that benefit students and families the most.
- Assist with program evaluation (including data collection, analysis and reporting) in coordination with the RISE SF Coordinator and Director of Community Schools.
- Onsite Service Coordination
- SFUSD Funded: Facilitate and oversee the CBO contracts to support Enrollment Services:
- Example: Good Samaritan FRC contract serving newly enrolled students by connecting them with local nonprofits for basic needs, Bridges clinic referrals, and applications for Medi-Cal, Cal-Fresh, and Cal-works based at Enrollment Center.
- Medi-Cal Application Management: Ensured the timely processing of Medi-Cal applications for families referred to Good Samaritan, including weekly status checks.
- Externally Funded: Assist with the coordination of services with outside funded entities.
- Example: Support Justice and Diversity Center (JDC) to mainstream immigration legal services for SFUSD families.
- Appointment Scheduling & Prioritization: Scheduled appointments and prioritized families for consultations with the Justice and Diversity Center (JDC), coordinate centralized office hours.
- Prioritization of Referrals based on families with:
- Dedicated Dockets (requiring expedited adjudications)
- Exigent circumstances for immediate legal consultation.
- Removal orders
- Approach statutory one-year filing deadlines,
- Have biometric processing discrepancies
- And those facing venue modification challenges.
- Managing Caseload and Referrals: Scheduling a max of three families a week
- Offsite Service Coordination
- Legal Provider Referrals and Resource Connections: Communicate with legal providers regarding potential assistance for families needing immediate immigration support.
- Database Management & Service Monitoring: Add families to the city attorney database (SFILDC Database) and ensure the JDC addresses families' immediate needs.
- Local Agency Outreach for Accompaniment: Conduct outreach to local agencies to arrange accompaniment for families attending immigration court and US customs checking.
- School Site Outreach & Database Expansion: Mainstream services and conduct outreach at school sites with a high number of newcomer students, adding these students to the city's database for immigration case assistance.
- Non-profit Network & Information Dissemination: Establish connections with Bay Area nonprofits to share evolving immigration information and collaborate on creating informational mechanisms for families in targeted categories.
- Professional Development & Policy Updates: Engage in self-education through resources like ILRC and OCEIA to understand changing immigration policies and ensure school sites and staff were informed about potential impacts on students, sharing updated information with families (e.g., registration requirements, CHNV/CBP parole termination, Enemies Act).
Document Procurement and Fraud Remediation:
- Freedom of Information Act (FOIA) Requests: Prepare and submit Freedom of Information Act (FOIA) requests to U.S. Citizenship and Immigration Services (USCIS) and the Executive Office for Immigration Review (EOIR) to procure copies of family immigration records.
- Fraud Remediation: Implement strategic measures to retrieve critical documents for families victimized by immigration attorney fraud, invoking applicable legal remedies and ethical considerations. Providing families with resources to file appropriate complaints with the California Bar Association.
Support of Fund Development Efforts:
- Assist with resource development, including grant writing and other fund development efforts
Minimum Requirements
Training and Experience:
- Requires completion of a four-year college or university with a baccalaureate degree.
- Requires three years of full-time paid experience in community relations or community liaison work, teaching in a district engaged in imple-menting desegregation/integration planning, or planning a desegregation/integration program, or similar closely related experience; or an equivalent combination of training and experience.
Knowledge, Abilities and Skills:
- Requires general knowledge of educational integration philosophy, programs and techniques, and a good knowledge of public information and community relations methods.
Requires ability to:
- Work without immediate supervision in developing and maintaining constructive relationships with community members and organizations, various divisions of the School District and outside agencies
- Understand and explain technical, statistical and legal material
- May require ability to learn basic elements of systems analysis
Requires skills in:
- Speaking effectively in public
- Writing and preparing effective technical, statistical and other data and analyses which are accurate, complete and understandable to the public
- Communicating with and dealing effectively with people of a wide variety of ethnic, religious and socio-economic backgrounds
Desired Qualifications

- General awareness of general legal challenges faced by unaccompanied minors and non-citizen families with children, navigating immigration law, including: Special Immigrant Juvenile Status (SIJS), Victims of Crime (U-Visa), Violence Against Women Act (VAWA), Victims of Human Trafficking: T Nonimmigrant Status, Family Petitions, Temporary Protection Status, asylum, and withholding of removal etc.
