About Us
The pretrial stage is a critical juncture in the larger criminal justice process; whether or not someone gets out of custody after arrest is a major determinant of the ultimate outcome of the case, as those who remain in jail are more likely to face a conviction than those who are released. In addition, the presumption of innocence and constitutional protections against excessive bail are two of our most foundational legal principles. Despite these facts, and against the backdrop of mass incarceration nationwide, jail populations in San Francisco and across the country are disproportionately composed of pretrial individuals.
We work to address this critical issue by providing alternatives to pretrial incarceration. By doing so, the San Francisco Pretrial Diversion Project (SF Pretrial) does its part to prevent unjust harm and unnecessary incarceration. Rather than languishing behind bars, newly arrested people can be released to our services to receive care, support, case management, and referrals to outside treatment providers. Our services are diverse and wide-ranging in recognition of the many needs that justice-involved people may have. Further, San Francisco has been the seat of new bail reform initiatives in California, which has afforded us the opportunity to continue to grow and build on our 45 years of experience overseeing pretrial services in the City and County.
Summary
SF Pretrial has been awarded a $7 million grant over two years to launch the Integrated Healthcare Initiative, a specialized healthcare coordination program serving justice-involved individuals with complex, intersecting needs. The initiative provides intensive support to clients experiencing homelessness, behavioral and physical health conditions, and chronic service disruption. Through partnerships with healthcare and housing providers, the program delivers coordinated care that addresses barriers to treatment engagement and improves health outcomes for our community's most vulnerable members.
The Pretrial Pathways Initiative Manager is the operational backbone of this new program, ensuring seamless coordination across multiple partner organizations, internal teams, and data systems. This role is responsible for translating program vision into operational excellence, building systems from the ground up, maintaining strategic oversight of partnership performance, ensuring data integrity and program fidelity, and driving continuous improvement during the critical launch phase.
This is a leadership role for someone who thrives in building new programs, can manage complexity across multiple stakeholders, and has the strategic perspective to see both the forest and the trees. You'll work at the intersection of partnership management, program design, data systems, and quality improvement—serving as the connective tissue that ensures all moving parts work together effectively.
Essential Duties and Responsibilities
Strategic Partnership Management

Serve as strategic liaison with partner organizations (healthcare providers, housing agencies, embedded staff leadership), ensuring accountability to service delivery commitments and program model fidelity

Monitor and evaluate partner performance against key metrics, including timely service delivery, and accountability to service timelines (assessments within 72-hours of client intake; service connections within 5 days)

Convene and facilitate regular stakeholder meetings (weekly operations meetings, monthly partner coordination sessions) with clear agendas, documentation, and follow-up

Negotiate and troubleshoot partnership challenges that require leadership intervention or strategic adjustments

Develop and maintain partnership protocols in fidelity to MOUs

Establish communication frameworks that provide role clarity, outline respective partner responsibilities, and escalation pathways

Build strategic relationships with partner leadership to foster shared ownership of initiative goals and facilitate a collaborative problem-solving culture

Identify partnership gaps or opportunities for enhanced collaboration and develop recommendations for Senior Program Director’s review
Data Systems Oversight and Performance Analysis

Oversee daily data quality across Open Justice (OJ) database and partner systems, establishing

Design and implement data validation processes, providing coaching and training to case managers, Program Coordinator, and partner staff on documentation standards

Generate analytical reports on program performance (enrollment trends, 30-day access rates, treatment adherence, recidivism outcomes, demographic patterns) for leadership decision-making

Analyze data to identify programmatic trends, successes, and areas requiring intervention; translate findings into actionable recommendations

Lead development and refinement of data collection tools (screening instruments, assessment protocols, tracking systems) to ensure they capture necessary information efficiently

Serve as primary liaison with Policy & Evaluation team on technical system modifications, reporting requirements, and evaluation design

Ensure HIPAA compliance and data security protocols across all partner data sharing activities

Oversee Program Coordinator's data entry work, providing quality checks and guidance
Program Model Fidelity and Quality Assurance

Ensure fidelity to program design, including adherence to eligibility criteria, screening protocols, assessment timelines, and service coordination standards

Conduct systematic case reviews to assess quality of service delivery, identify implementation gaps, and ensure consistent application of program model

Monitor the end-to-end client pathway from screening through sustained engagement, identifying systemic bottlenecks and developing process improvements
-
Analyze patterns in client outcomes (successful engagement vs. dropout, demographic disparities, service access barriers) and recommend programmatic adjustments
-
Develop and refine program tools and protocols (screening forms, consent processes, care coordination workflows) based on implementation learning
-
Identify training needs and develop response strategies to address gaps in staff or partner capacity
-
Lead root cause analysis when program challenges arise and design solutions that address underlying issues
Program Launch and Infrastructure Building

Lead launch phase activities including workflow development, training coordination, system setup, and readiness assessments prior to January 2026 go-live

Develop comprehensive standard operating procedures (SOPs) for all program activities (intake, screening, referral, care coordination, data management, partner engagement)

Design and implement continuous improvement processes including regular debriefs, lessons learned documentation, and rapid-cycle testing of protocol adjustments

Create program infrastructure including knowledge management systems, shared resources, communication channels, and decision-making frameworks

Manage program implementation timeline, tracking milestones and proactively addressing risks to successful delivery

Build sustainability planning into program design, documenting replicable practices for dissemination to other jurisdictions (month 18 goal)

Supervise Program Coordinator, providing direction, support, and performance management
Training & Capacity Building

Design and deliver training on program protocols, data systems, and partnership workflows for case managers, partner staff, and internal teams

Develop training curriculum and materials that can be used for ongoing onboarding of new staff throughout grant period

Facilitate cross-training opportunities between internal teams and partner organizations to build shared understanding and collaborative capacity

Provide technical assistance to case managers on complex cases, system navigation challenges, and protocol questions

Build internal capacity for program sustainability by training SF Pretrial staff to manage operations beyond grant period

Perform other duties as directed, developed or assigned.

Qualifications:
Qualification Requirements

Bachelor's degree in social work, public health, healthcare administration, nonprofit management, or related field;

3-5 years of experience in program coordination, project management, or operations roles, preferably in healthcare, social services, or criminal justice settings

Demonstrated experience managing complex partnerships involving multiple organizations

Experience with data management and quality assurance in client-serving programs
Preferred Qualifications

Knowledge of Medi-Cal enrollment processes and healthcare navigation systems

Familiarity with HIPAA regulations and data privacy requirements in healthcare settings

Experience implementing new programs from inception through stabilization

Bilingual English/Spanish

Understanding of behavioral health and substance use treatment systems
