The Supervisory Program Application Specialist (PAS) is located within the Health Administration Service (HAS), at the San Diego VA Medical Center providing direct leadership in HAS to include Outpatient Clinic Operations scheduling for the clinics in the main Medical Center and the Community Based Outpatient Clinics (CBOCs). The incumbent coordinates ongoing data collection, analysis and uses knowledge of System Redesign principles to determine organization performance.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinate ongoing data collection and performs analysis to determine optimal organizational performance; identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems; provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software; conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes and streamlining.
Responsibilities:
Duties for the Supervisory Program Application Specialist include but are not limited to:- Organizes ongoing data collection and performs analysis to determine optimal performance for assigned sections.
- Analyzes utilization trend data on a regular basis to verify the accuracy of the data, identify problem areas, provide assessments, prioritize identified problems, analyze variances and recommend appropriate actions.
- Oversees the development of technical data, estimates, statistics, suggestions and other information useful to higher level managers in determining which goals and objectives to emphasize.
- Plan and assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Evaluate work performance of subordinates.
- Identify and provides developmental and training needs of employees.
- Find ways to improve production or increase the quality of the work directed, and develop performance standards.
- Designs and develops dissemination of training materials, local standard operation procedures (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training.
- Coordinates with other staff to identify information needs and develops data collection methods and report formats to meet needs.
- Responsible for coordination, planning, implementation and training for service and facility staff in business and functional areas for various information technology in VISTA packages.
- Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.
- Develops methods to improve accuracy, adequacy and timeliness of information disseminated to all concerned staff regarding various new information technology programs.
- Develops initiatives which enable the facility to provide quality healthcare to it's population while operating in a more effective and efficient manner.
