Capital Projects Financial Programming Division

The process of programming projects for a region as dynamic as San Diego is complex and demands a high level of creativity, flexibility, and strategic thinking. The Financial Programming team oversees the preparation of required state and federal programs and plans related to transportation funding. The team also prepares the TransNet Plan of Finance and supports funding claims on behalf of the agency and its transit partners. The team provides expert support to pursue new funding and innovative solutions to fiscal, economic, and environmental challenges and opportunities as the capital program transitions from a debt-financed program to a pay-go approach.

Role

The Capital Projects Financial Analyst will plan, coordinate, and participate in a wide variety of professional, analytical, and coordination support duties for financial planning and programming. This position is ideal for an experienced professional with an interest in the financial programming of complex capital projects. This position will be filled at the Associate or Senior level, depending on the selected candidate’s skill set and experience. The Associate Analyst will provide analytical support and maintain systems and program areas. The Senior Analyst will be responsible for Associate level tasks and in addition, will manage program area responsibilities and deliverables to include the supervision and development of staff.

The ideal candidate will be instrumental in preparing and presenting written and oral presentations to the Board of Directors, Policy Advisory Committees, and other groups, representing the department within the agency, and to elected officials, and outside agencies.

Job Responsibilities

• Coordinate multiple local, state, and federal transportation funding programs, plans and documents.
• Provide technical expertise and creative strategies to Project Managers and management team in the field of transportation programming to fully leverage limited revenue in the implementation of a complex capital program.
• Process (Associate)/Manage (Senior) the administration of claims and amendments, track allocations and obligations, and ensure all programming requirements are met.
• Prepare financial forms for Caltrans Local Assistance, Caltrans Programming, and the California Transportation Commission for programming, allocation, and obligation of funds; ensure compliance with all reporting requirements.
• Research, compile, and analyze project development and implementation status; track progress against timelines and funding requirements; analyze data and prepare comprehensive technical reports that summarize findings, describe alternatives, and support recommendations to policymakers to ensure that the region fully leverages all available funding.
• Research and analyze potential federal and state funding sources; interpret and apply funding sources to new or existing projects; coordinate the development and implementation of new or revised programs, systems, and procedures for various funding programs.
• Prepare Federal Highway Administration (FHWA), Caltrans, and other agency funding requests; administer grant funding; support the Finance department in resolving eligibility, scope, and timing issues of invoices.
• Support the development of revenue forecasts for short- and long-range programs and plans, including federal, state, local, and private transportation funds.
• Support (Associate)/Represent (Senior) SANDAG on a variety of internal and external committees and task forces such as the California Transportation Commission, the Regional Transportation Planning Agencies (RTPA), and Self-Help Counties Coalition; evaluate emerging trends and innovations in the field of regional project funding sources and grants administration.
• Support (Associate)/Represent (Senior) the Department to committees, community groups, and other organizations; provide information and assistance regarding programming programs and services; receive and respond to inquiries; review issues and recommend solutions.
• Supervise, mentor, train, and support career development opportunities for employees; review and evaluate work products, methods, and procedures; coordinate work plans; provide feedback to employees to assist them with meeting performance goals (Senior level only).
  
  

Typical Qualifications

• A bachelor’s degree with major course work in finance, business management, planning, engineering, or a related field; A combination of education and recent experience may be considered in lieu of a degree.
• A minimum of three years (Associate) or five years (Senior) of recent experience related to funds management, financial programming, or capital project financial strategy; previous supervisory or lead experience (Senior level only).
• Experience coordinating financial programming and project control systems and processes preferably with a focus on the implementation of regional transportation projects.
• Demonstrated knowledge of the various federal, state, and local funding sources used for regional transportation projects.
• Experience interpreting and applying funding and programming laws, regulations, rules, and guidelines; demonstrated understanding and use of traditional and non-traditional methods for creatively programming multiple sources of project funding.
• Demonstrated knowledge of the roles and functions of various federal and state agencies in funding transportation projects; experience participating In various committees or groups and representing key issues, positions, and policies.
• Experience supervising, mentoring, providing technical direction, and evaluating the work of professional and technical employees(Senior level only).
• Familiarity with current issues and emerging trends related to federal, state, and local funding and programming for transportation and other regional projects; demonstrated ability to research and analyze issues, evaluate alternative solutions, develop sound conclusions, and prepare recommendations.
• Experience performing complex calculations to complete financial, economic, and data analysis of funding activities; knowledge and experience with accounting, budgeting, and grant funding practices.
• Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including local, state, and federal transportation agencies, other government officials, community groups, the public; experience working in multi-disciplinary project teams.
• Ability to communicate highly technical information effectively, both orally and in writing; ability to prepare and deliver presentations and findings regarding various legislation, to management, member agencies, committees, and other stakeholders.
• Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities in a fast-paced environment and work independently.
• Demonstrated computer software proficiency using Microsoft Office, advanced knowledge of Microsoft Excel, and budget software (experience with Tyler/Munis preferred).
