The San Bernardino County Department of Behavioral Health (DBH) is seeking a Licensed Behavioral Health Senior Program Manager* who is responsible for planning, organizing, and administering programs within the 24 Hour & Specialty Services Division . The incumbent will work directly with, as well as oversee, Program Manager II's, Program Manager I's, and Administrative Managers. Incumbents report directly to a DBH Deputy Director and oversee the Community Crisis Response Teams (CCRT), Triage Engagement & Stabilization Response Teams (TEST), and serve as a liaison to local law enforcement and contracted partners. These include specialty community programs and facilities within the crisis residential (post-hospitalization) and crisis stabilization continuums of care.

Incumbents are responsible for the following:

  • Establishing priority of services to meet the needs of the population
  • Identifying areas currently underserved to offer expansion opportunities through applicable funding sources
  • Overseeing daily administrative operations, ensuring compliance with federal, state, county, and department standards and other applicable regulatory requirements
  • Developing and maintaining fiscal and budget information; collaborating with staff to ensure compliance with budget and fiscal provisions
  • Ensuring Department of Health Care Services (DHCS) contract requirements are met
  • Overseeing Mental Health Program Managers (I and II) and their corresponding teams
  • Developing and implementing strategic plans and projects for the enhancement and expansion of crisis response
  • Managing staff performance, providing guidance, training, and support to clinical and administrative personnel within the division
  • Filling in for Deputy Director at high level meetings, making decisions based on good judgment and best practice
  • Utilizing information at the state level to proactively anticipate departmental need
  • Additionally, this position is expected to be a subject matter expert regarding crisis response and crisis stabilization continuums of care and regulatory requirements for these facilities

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1500 positions and an approximate $800 million-dollar annual budget.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting and medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation; mileage reimbursement is available. Proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Minimum Requirements

Applicants must meet the education, licensure, and experience requirements below in order to qualify:

EDUCATION: A completed Master's or Doctoral degree obtained from an accredited institution in Social Work; Clinical/Counseling Psychology; Marriage, family and child counseling; Marriage and family therapy; Couple and family therapy; Psychology; Counseling; Clinical Mental Health Counseling; or closely related behavioral health field of study.

Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

LICENSURE: Must possess a valid, California license, in good standing, as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), or Licensed Clinical Psychologist.

-- AND--

EXPERIENCE: Two (2) years of full-time equivalent management experience in any of the following work environments: mental health plan, social service programs, Medi-Cal services administration, general healthcare services administration, a hospital or healthcare plan. Qualifying experience MUST include a minimum of one (1) year of full-time equivalent experience as a second-level supervisor (managing through subordinate supervisors and/or managers) responsible for planning, directing, and evaluating a program or unit.

  • Exceptional communication skills, both verbal and written, to effectively interact with staff, executive leadership, and community partners
  • Ability to work collaboratively across departments to achieve common goals
  • Strong analytical skills to assess contract & clinical performance data and implement necessary changes
  • Strong expertise in data management principles and contract monitoring
  • Excellent leadership abilities with a proven track record of managing diverse teams
  • Extensive experience writing, developing and managing contracts for complex care management of the seriously mental ill needing placement after hospitalization.

The ideal candidate will have knowledge of:
  • Principles and practices of management and organizational theory, including planning, organizational design, budget development and program analysis, project management, and organizational effectiveness
  • Principles and practices of supervision, discipline, leadership, mentoring, and training
  • Applicable Federal, State, and local laws, rules, and regulations relative to behavioral health
  • Funding sources related to behavioral health
  • Principles and practices of continuous quality improvement
  • Methods and techniques used in conflict management and negotiation

The ideal candidate will have the ability to:
  • Plan, coordinate, assign, and review the work of subordinate managers and provide support and leadership on Human resource and personal matters.
  • Work independently, prioritize work, coordinate activities and meet critical deadlines
  • Oversee and contribute to the effective use of data to provide aggregate and actionable information to both executive leadership and program staff
  • Review, analyze, interpret and summarize a variety of data and information including budget and financial documentation
  • Develop cooperative and effective working relationships with others and maintain them over time
  • Identify complex problems, develop and evaluate options and implement solutions
  • Communicate clearly and concisely, both verbally and in writing
  • Maintain confidentiality of highly sensitive information
